The objectives of the proposed study were to explore the existing methods and procedures related to bituminous paving operations, to identify the potential paving operation techniques which could be used in the State of Utah, and to recommend the study results for implementation into operating practice in the Utah DOT as appropriate. These objectives were achieved through a detailed literature review. Existing and potential bituminous paving techniques were identified, and their application and limits of use were determined. Various construction procedures and practices were documented in the report, so that other agencies also may make maximum use of the results. These construction procedures and practices include preparation, mixing, placement, and compaction of bituminous materials; environmental factors; thick and thin lift paving; construction joint guidelines; effect of drum mix system asphalt plants; and additives on paving operations.

The report describes techniques for forming concrete structures under water and their possible applications. Developments in materials and techniques, have allowed the successful placement of concrete in thinner and more complex structural sections, with or without reinforcement, than previously possible. The offshore engineering industry has adapted established procedures for underwriter grouting and concreting and, in certain areas, has made technical advances. The foundation engineering of fixed production platforms relies on underwater grouting. Grouted sleeves and clamps are used in underwater repair and strengthening of structural members, Grout filled flexible fabric bags are used to provide support and protection to subsea pipelines. Underwater concreting can be costly and demanding and should only be undertaken after careful consideration of the alternative forms of construction, of the performance requirements of the structure and of the particular conditions under which the structure is to be built.

The organization, schedules, and discussion topics for a 1 - day seminar on cold weather home building are described, as research has indicated that cold weather presents serious problems for builders and that they need more information and encouragement to build during the winter season. The local, State, or regional presentation is intended for home builders, subcontractors, and building trades associations, with special efforts aimed also at attracting mortgage lenders, building code officials, and suppliers. The basic text for the seminar is HUD's Manual on All - Weather Home Building. An introductory talk by a successful winter builder is recommended, followed by addresses on these topics: problems of moving frozen earth and snow, methods of operating and maintaining construction equipment in cold weather, techniques for pouring concrete in winter, masonry work, framing, roofing, painting, and weather information available from government and commercial sources. The seminar should conclude with a round table discussion between speakers and participants. The use of audiovisual material is recommended. The report provides suggestions for publicizing the seminar and locating a sponsoring organization. Planning should start at least 90 days prior to the meeting and is primarily the responsibility of the sponsoring organization. The local sponsor should be assisted with planning and evaluation by one HUD representative or a privately contracted organization.

This digest summarizes the findings of the research conducted under NCHRP Project 10-79 to develop guidance pertaining to the quality-related pay adjustment factors used for flexible and rigid pavement construction. Highway agencies generally specify certain quality measures for the acceptance of pavement construction. However, because many factors influence construction operations, characteristics of the constructed pavement (e.g., material properties and smoothness) will generally vary somewhat from those specified. Such variance will affect pavement quality and performance and, therefore, will affect the highway agency and road users. To account for the value lost or gained by the variance from the specified values, many highway agencies incorporate quality-related pay adjustments in the form of incentives and disincentives in the construction contracts of flexible and rigid pavements.

The economic census is the major source of facts about the structure and functioning of the nation's economy. It provides essential information for government, business, industry, and the general public. Title 13 of the United States Code (Sections 131, 191, and 224) directs the Census Bureau to take the economic census every 5 years, covering years ending in '2' and '7'. The economic census furnishes an important part of the framework for such composite measures as the gross domestic product estimates, input/output measures, production and price indexes, and other statistical series that measure short-term changes in economic conditions.
