The local, State, or regional presentation is intended for home builders, subcontractors, and building trades associations, with special efforts aimed also at attracting mortgage lenders, building code officials, and suppliers. The basic text for the seminar is HUD's Manual on All - Weather Home Building. An introductory talk by a successful winter builder is recommended, followed by addresses on these topics: problems of moving frozen earth and snow, methods of operating and maintaining construction equipment in cold weather, techniques for pouring concrete in winter, masonry work, framing, roofing, painting, and weather information available from government and commercial sources. The seminar should conclude with a round table discussion between speakers and participants. The use of audiovisual material is recommended. The report provides suggestions for publicizing the seminar and locating a sponsoring organization.
