This paper describes a compression technique under development at Sandia National Laboratories for the compression of complex synthetic aperture radar (SAR) imagery at very low overall bit rates. The methods involved combine several elements of existing and new lossy and lossless compression schemes in order to achieve an overall compression ratio of large SAR scenes of at least 50:1, while maintaining reasonable image quality. It is assumed that the end user will be primarily interested in specific regions of interest within the image (called chips), but that the context in which these chips appear within the entire scene is also of importance to an image analyst. The term intelligent is used to signify an external cuer which locates the chips of interest.

Joints for the ITER superconducting Central Solenoid should perform in rapidly varying magnetic field with low losses and low DC resistance. This paper describes the design of the ITER joint and presents its assembly process. Two joints were built and tested at the PTF facility at MIT. Test results are presented, losses in transverse and parallel field and the DC performance are discussed. The developed joint demonstrates sufficient margin for baseline ITER operating scenarios.

Workshop on Photo-injectors for Energy Recovery Linac was held at NationalSynchrotron Light Source (NSLS) of Brookhaven National Laboratory (BNL) on January 22 and 23, 2001. Fifty people attended the workshop; they came from three countries, representing universities, industries and national laboratories. This is the first workshop ever held on photo-injectors for CW operation, and for the first time, both DC and RF photo-injectors were discussed at the workshop. Workshop covered almost all major issues of photo-injectors, photocathode, laser system, vacuum, DC, 433 MHz/B-factory cavities based RF gun, 1.3 GHz RF gun and beam instrumentation. High quantum efficiency and long live time photocathode is the issue discussed during the workshop. Four working group leaders have done great jobs summarizing the workshop discussion, and identifying the major issues for future R and D.

At Los Alamos, the authors have been pursuing a project for space debris detection using a photon counting detector with high spatial and time resolution. By exploiting the three dimensionality of the high quality data, they expect to be able to detect an orbiting object of size below 2 cm, using a moderate size telescope and state-of-the-art photon counting detector. A working tube has been used to collect skyward looking data during dusk. In this paper, they discuss the progress in the development of detector and data acquisition system. They also report on analysis and results of these data sets.

This paper is based on three lectures presented at the Prague Seminar on Relativistic Heavy-Ion Physics in September 1994. The first lecture, following a general introduction, focuses on three different aspects of the CERN experiment WA80. The author first presents results on global event characteristics deduced primarily from measured distributions of transverse energy and of forward energy. The purpose is to introduce the main general features of nucleus-nucleus reactions at the highest energies currently available. He highlights the role of projectile-target geometry, discusses the degree of nuclear stopping, and estimates the energy densities attained in these reactions. This discussion is followed by a presentation of one of two topics that are unique to the WA80 experiment and which are not addressed by any of the other CERN collaborations that study nucleus-nucleus reactions: direct measurements of photons. The second topic unique to WA80, measurements of proton-proton correlations in the target-fragmentation region, is covered in the first part of the second lecture. The remainder of the second lecture is devoted to a selective overview of results obtained at the AGS accelerator of Brookhaven National Laboratory (BNL). The third lecture is devoted to a discussion of the two main experiments, STAR and PHENIX, planned for the Relativistic Heavy Ion Collider, RHIC, under construction at BNL.

A glass-bonded ceramic waste form is being developed to immobilize high-level chloride waste salts generated during the conditioning of spent sodium-bonded nuclear fuel for disposal. The waste salt is loaded into zeolite cavities, mixed with a borosilicate glass, and consolidated at 800-900 C by hot isostatic pressing. During this process, small amounts of halite are generated, whereas the zeolite converts to the mineral sodalite, which retains most of the waste salt. In this work, optical microscopy, scanning electron microscopy, and transmission electron microscopy were used to characterize the halite inclusions in the final waste form. The halite inclusions were detected within micron-to submicron-sized pores that form within the glass phase in the vincinity of the sodalite/glass interface. The chemical nature and distribution of the halite inclusions were determined. The particular microstructure of the halite inclusions has been related to the corrosion of the ceramic waste form.

Superconductivity can be induced at high temperatures in Pb(sub)2(sub) Sr(sub)2(sub)RCu (Sub)3(sub)0(sub)8(sub) (R - rare earth) bypartially doping Ca(sup)2(sup)R(sup)3(sup) In order to understand the interplay between magnetism and superconductivity, the magnetic properties of the parent compounds, have been studied. The work presented here includes magnetic susceptibility and specific heat measurements on R=Dy and extends our previous studies on R=Ce, Pr, Tb, Ho and Er. Specific heat experiments suggest that the Dy ions order antiferromagnetically with an ordering temperature of 1.3K. The magneticsusceptibility data are in good agreement with the susceptibility calculated using crystal field parameters that are extrapolated from previous modeling of the R=Er and Ho analogs of this series.

Discribed is a system that can provide electrical power to stacks of switching circuits while maintaining exceptional isolation between high voltage planes. High power laser diode bars are used to illuminate highly efficient photovoltaic cells. This is accomplished using efficient and cost-effective lens ducts and optical fiber segments. Such a system can be very efficient in transmitting optical power to the photocell. Using a glass lens duct we can achieve a theoretical isolation of 200 kV using a unit no bigger than a conventional dc-dc converter with isolation of only 50 kV. The trade off being total electrical efficiency, which is predicted to still be as high as 44 percent.
