Paper outlines the difficulties in researching for empirical data on individual and group motivation of terrorists in modern times. Definitional confusion is included as the start point. A wide range of writings are examined in an effort to understand the psychological and sociological motivations of the individuals terrorist. The preponderance of the literature found does not provide usable empirical information and much of the published and government contract work repeats other authors.

Automatic and strategic components of episodic and semantic priming were studied. The results show that episodic and semantic priming have similar automatic and strategic components. Furthermore, episodic and semantic priming have the same temporal onset which suggests that episodic and semantic memory are accessed at the same time. This conclusion is extremely important for the development of models of human memory because it constrains the possible classes of memory systems.

This report is the second volume of research papers on reward issues produced by the IES. It deals with flexible benefits and total reward, non-financial recognition, market-determined pay and variable pay. What this collection of papers emphasises is that non-pay aspects of reward should be given due attention. Flexible benefits, total reward and non-financial recognition all point to the importance of looking at wider aspects of the employment deal. This applies in taking account both of intrinsic motivational factors and of the other ways organisations need to attract and retain talent through a package of benefits that meets their particular needs.

Suicide attacks by terrorist organizations have become more prevalent globally, and assessing the threat of suicide attacks against the United States and its interests at home and abroad has therefore gained in strategic importance. This report focuses on the following questions: What are suicide attacks; What have been the patterns and motivations for terrorist organizations using suicide attacks in the past; What terrorist groups and other organizations are most likely to launch such attacks; How great a threat are terrorist suicide attacks to the United States, at home and abroad; How can the United States counter such a threat. It analyzes the key lessons of the international experience with suicide attacks and examines their relevance to the United States.
