An Early Intervention (EI) system is a data-based management tool designed to identify officers whose performance exhibits problems, and then to provide interventions, usually counseling or training, to correct those performance problems. EI systems have emerged as an important mechanism for ensuring police accountability. EI systems do more than just focus on a few problem officers. As a 1989 report by the International Association of Chiefs of Police (IACP) explains, an EI system is 'a proactive management tool useful for identifying a wide range of problems (and) not just a system to focus on problem officers.'

Horizon scanning is an activity undertaken to identify technological and system innovations that could have important impacts or bring about paradigm shifts. In the health care sector, horizon scanning pertains to identification of new (and new uses of existing) pharmaceuticals, medical devices, diagnostic tests and procedures, therapeutic interventions, rehabilitative interventions, behavioral health interventions, and public health and health promotion activities. In early 2010, the Agency for Healthcare Research and Quality (AHRQ) identified the need to establish a national Healthcare Horizon Scanning System to generate information to inform comparative-effectiveness research investments by AHRQ and other interested entities. AHRQ makes those investments in 14 priority areas. For purposes of horizon scanning, AHRQs interests are broad and encompass drugs, devices, procedures, treatments, screening and diagnostics, therapeutics, surgery, programs, and care delivery innovations that address unmet needs. Thus, we refer to topics identified and tracked in the AHRQ Healthcare Horizon Scanning System generically as interventions. The AHRQ Healthcare Horizon Scanning System implementation of a systematic horizon scanning protocol (developed between September 1 and November 30, 2010) began on December 1, 2010. The system is intended to identify interventions that purport to address an unmet need and are up to 7 years out on the horizon and then to follow them for up to 2 years after initial entry into the health care system. Since that implementation, more than 7,000 leads about topics have resulted in identification and tracking of more than 900 topics across the 14 AHRQ priority areas.

The Youth Firearms Systems Synthesis is a year-long project by Master of Science students at the H. John Heinz School III, School of Public Policy and Management at Carnegie Mellon University. It evaluated the issue of youth gun violence in the city of Pittsburgh. The result of our project is the design and evaluation plan for a gun bounty program. In our report, we address trends in youth violence, potential interventions to address gun violence, the rationale for the selected intervention, a gun bounty program, the design of a gun bounty program, and program evaluation methods.

The Office of Juvenile Justice and Delinquency Prevention (OJJDP) is dedicated topreventing and reversing trends of increased delinquency and violence among adolescents. These trends have alarmed the public during the past decade and challenged the juvenile justice system. It is widely accepted that increases in delinquency and violence over the past decade are rooted in a number of interrelated social problems child abuse and neglect, alcohol and drug abuse, youth conflict and aggression, and early sexual involvementthat may originate within the family structure. The focus of OJJDPs Family Strengthening Series is to provide assistance to ongoing efforts across the country to strengthen the family unit by discussing the effectiveness of family intervention programs and providing resources to families and communities.

This quotation aptly describes the international environment we face today, yet it was written nearly twenty years ago (1979) in the midst of the Cold War. Furthermore, its author, citing over 40 'major' bloodlettings from 1945-79 involving over 14 million deaths, argued that the prevailing bi-polar international order made ethnic conflicts more rather than less difficult to deal with because the superpowers were constrained from intervention by concern that their actions might lead to a larger war. It is therefor ironic to find so many of today's observers of the international scene arguing that the Cold War kept a lid on ethnic conflict and that with its passing this type of conflict is likely to proliferate. Yet as one survey the globe it is easy to cite dozens of locations where ethnic violence has either recently occurred or could break out in the near future. My purpose is not to argue the accuracy of either view, but rather to show that ethnic conflict is an ongoing feature of the international arena that has always been difficult for the world's major powers to handle. In this paper I will address the question of why ethnic conflicts are so difficult, then look at whether and how military interventions can contribute to the successful management/resolution of these disputes.

The objective of the study is to evaluate the effectiveness of two Web-based brief interventions (BIs) for reducing stress and substance use among post-deployment active duty and National Guard military personnel. The interventions are designed to (1) educate personnel about the use of substances as a poor coping mechanism for combat and operational stress reactions (COSRs) and (2) boost resilience to COSRs, thereby reducing the tendency to self-medicate through substance use. These data are vital to understanding additional steps the military might take in addressing issues of behavioral health, such as developing new, more broadly focused treatment interventions, and starting additional prevention approaches and programs. Volunteers will complete a brief Web assessment for alcohol use and current stress reactions. Participants are randomly assigned to one of three intervention conditions: Wait-list control, Stress brief intervention, or Stress plus Substance Use brief intervention. A Web-based intervention provides a private and convenient approach and should facilitate access to care by reducing the stigma and common barriers associated with seeking treatment.
