This Guide is intended to provide information on the U.S. standards system,entities within that system, and different types of documentary standards. It includes descriptions of performance and design standards; voluntary consensus standards; defense standards; de facto standards; industry standards; consortia standards; and international standards. In addition, the Guide includes information on the implementation of the National Technology Transfer and Advancement Act (NTTAA) and on the link between standards and conformity assessment.

This report constitutes the proceedings of the National Bureau of Standards/National Security Agency jointly-sponsored Workshop on Standardization Issues for Optical Digital Data Disk (OD) Technology, held in Gaithersburg, Maryland, June 1-3, 1983. The objective of this workshop is to promote discussion and interchange among current and potential OD users and suppliers, regarding the prospects for OD data interchange standardization. The workshop presentations include definitions of the physical, dimensional, optoelectrical, quality and data transfer characteristics of OD media, as related to the drive performance. A range of OD applications and their standards' requirements are also described. The various methods currently used for estimating media life expectancies and the potential for standardized terminologies and procedures for such assessments are discussed.

The development of standards in the Soviet Union is compared with that of the United States, not on technical contents, but by standards making organizations. Standards are defined as potentially legal documents, scientific in origin, technical in language, commercial and economic in purpose, social and 'political' in results. The State Committee on Standards, Measures and Measuring Instruments of the Council of Ministers is that the apex of a national pyramid of standards committees established at three principal levels, Republic, industrial branch and plant. The State Committee for Standards also has Research Institutes and Public Relations offices. Technical and scientific aspects of standards with their strong impact on public welfare and social progress are best handled by organizations which enjoy national confidence. Great belief and faith in the powers of standardization are obvious in the USSR. (Author)

The objective of Project 90A012 was to develop standards and specifications for NAVCOSSACT programming documentation that would be generally applicable to all NAVCOSSACT projects. The standards were to be sufficiently broad, yet detailed enough to be applicable to program-ming documentation requirements of any NAVCOSSACT software system. The specifications for the various kinds of programming documents were to be derived from, and were to reference, the documentation standards, thereby enabling a consistency of documentation throughout all NAVCOSSACT projects. A hierarchy of documentation was to be established that would provide a logical relationship among documents and would permit sufficient flexibility for appropriately covering all types of software systems.
The conclusions in the Report indicate that the program employed was effective for this type of project and the objectives were achieved as embodied in the Appendix.

The ability to exchange product data files among a variety of different vendor CAD/CAM systems is critical to both a company's internal plans for integration and its external relationships with contractors and customers. Therefore, several national projects are being coordinated through the International Organization for Standardization (ISO) to develop a single world standard for data exchange. In addition to geometry, the standard will support a wide range of non-geometry data such as features, tolerance specifications, material properties and surface finish specifications. The geometry model will include solid representations for both boundary and constructive solid geometry forms. The geometry model coupled with the non-geometric data and the relationship information preserved from the sending system will enable the standard to communicate a complete product model. The paper details the strategy behind the development of the ISO project, identifies the various technical resources that have been brought together to develop, standardizes and uses product data technology, gives the status of the effort as of early 1989 and enumerates project plans for the balance of 1989.

The topics of the first day's sessions were acceptance testing of off-shelf software, test case selection techniques, automated support for software acceptance testing, and software acceptance criteria. The topics of the second day's sessions were the management of software acceptance testing, standardization issues in software acceptance testing, research areas for software acceptance testing, and the state of practice in software acceptance testing. The report describes the charges given to all of the sessions, highlights of discussions from each of the sessions, and the conclusions of the workshop. The report is intended for those who purchase, market, develop or maintain software and for those who are responsible for software acceptance testing.

During the past three years, a major effort has been established under the National Shipbuilding Research Program to support the development and implementation of standardization in the U.S. shipbuilding industry. While significant progress has been made during the preliminary phase of this program, it was the consensus of the program participants and other key industry representatives that expert assistance should be solicited to formally recommend a standards long-range plan for the U.S. Shipbuilding industry. A plan that would include standard program goals, objectives, plans, priorities, and other necessary courses of action. With this background, IHI Marine Technology, Inc., an American subsidiary of Ishikawajima- Harima Heavy Industries Co., Ltd. (IHI). Japan, was selected to perform the task as described above. The principal objective of this task is to present a written recommended long-range plan for the U.S. Shipbuilding Standards Program baaed upon the knowledge and experience of the Japanese shipbuilding industry, Specifically, IHI.
