The Gulf of Farallones National Marine Sanctuary is pleased to present these Proceedings of the Symposium on Current Research Topics in the Marine Environment. The projects described here represent a sampling of the research sponsored by the National Oceanic and Atmospheric Administration's (NOAA) Marine and Estuarine Management Division in the Gulf of the Farallones region to refine our understanding of the resources within the Sanctuary, the natural processes that occur there, and the effect of human uses and interactions with the environment.

Pollution prevention seeks to eliminate the release of all pollutants (hazardous and non-hazardous) to all media (land, air, and water). Beyond eliminating pollution at the source, pollution prevention includes energy conservation, water conservation, and protection of natural resources. Therefore, pollution prevention addresses not only wastes exiting a process, but materials entering and being consumed by the process as well. Historically, pollution prevention activities within the US Department of Energy (DOE) have focused on existing process waste streams -- the Pollution Prevention Opportunity Assessment (P2OA) being the central tool for identifying and implementing pollution prevention opportunities. However, it is estimated that 70% of a product's total lifecycle cost is fixed by design (i.e., before the product, process, or facility ever gets built). By moving pollution prevention upstream into design, new opportunities emerge for minimizing waste not only during operations, but during construction and dismantlement of a facility as well.

The general purpose of the federal government in funding these projects is to address concerns with the natural, commercial, recreational, industrial and aesthetic resources of coastal areas in terms of present and future public value for their utilization. The specific purpose of this Carrollton project is to focus on the riverfront and Carrollton Road area, including the Carrollton Bar (island), in formulating a planning program that will help guide future economic, social and recreational development. This document then, provides the formal summary and results of the project. However, the function of this document is to also provide for a rational, well-informed, decision-making process beyond this document so that it can lead to implementation of this plan.

Why there is a non-ending helium problem - or more specifically, why helium supply problems have arisen in the past, why they may arise again in the future, what are those problems and what solutions appear to exist - is more complicated. The report contains general information on some important aspects of naturalresources, like the total number, handling and rate of exploitation, increase and functions. Four main natural resource categories are distinguished: chemical elements and bulk minerals, energy carriers, environmental resources (e.g. high quality air and soil) and bioresources (e.g. wood, fish, biodiversity). Resources are nearly always related to each other: mining metals from ores requires energy carriers, conversion of biomass into energy demands relatively large amounts of soil. In finding solutions to exploit our natural resources in a less wasteful way, there are risks of shifting problems from one resource to another. These risks have to be taken into account in optimizing exploitation of resources.

This Primer on Modern Shale Gas Development in the United States was commissioned through the Ground Water Protection Council (GWPC). It is an effort to provide sound technical information on and additional insight into the relationship between todays fastest growing, and sometimes controversial, natural gas resource development activity, and environmental protection, especially water resource management. The GWPC is the national association of state ground water and underground injection agencies whose mission is to promote the protection and conservation of ground water resources for all beneficial uses. One goal of the GWPC is to provide a forum for stakeholder communication on important current issues to foster development of sound policy and regulation that is based on sound science. This Primer is presented in the spirit of furthering that goal. Water and energy are two of the most basic needs of society. Our use of each vital resource is reliant on and affects the availability of the other. Water is needed to produce energy and energy is necessary to make water available for use. As our population grows, the demands for both resources will only increase. Smart development of energy resources will identify, consider, and minimize potential impacts to water resources.
