This report presents findings from focus groups with remote control operators (RCOs) in the United States and Canada. The purpose was to learn more about remote control locomotive (RCL) operations safety-related issues, lessons learned, and best practices from those most familiar with the equipment and operations. Seventy-eight RCOs participated in 12 focus groups conducted in four cities. Focus groups addressed five themes: RCL implementation, training, current RCL operations, prior operating experience, and future RCL operations. RCOs identified and discussed a number of issues related to each theme and suggested changes for the future. Key themes based on RCO perceptions and experiences include the following: adequacy of RCO training, reliability of RCL equipment, and RCO situation awareness. RCO suggestions addressed these key themes, for example, improve RCO training. RCOs also noted three primary areas where improvements should be made before RCL operations are considered for service outside yards. They are improved training, more reliable equipment, and greater control over the RCL and consist. Lastly, several future studies are proposed to further enhance the Federal Railroad Administrations understanding of RCL operations.

The report describes the development, delivery, and evaluation of a 34-hour labor relations training program for transit managers. A needs analysis conducted by the Center for Labor and Industrial Relations identified that transit managers in the northeastern United States needed training in the following areas: legal framework of public sector labor relations, contract interpretation, contract administration, dispute resolution procedures; job actions and collective bargaining. A pilot training program to address these needs was designed and delivered by the Center in March 1983 to 16 transit managers. Participants favorably evaluated the program. The findings of the needs analysis and participants' reaction to the pilot program suggests that there is an unmet need for labor relations training for transit managers.

This paper examines the issue of unionization within the Armed Forces of the United States from a rational rather than emotional standpoint. The paper is introduced by an overview and an historical background which presents the development of legal framework for collective bargaining in both the private and public sectors, and establishes a context for the discussion of military issues. Three major issues are then developed and addressed in separate chapters: (1) the question of successful precedence; (2) the question of constitutionality; and (3) erosion of the military institution. The author concludes that there is no successful precedence, either in this country or in Western Europe. Further, that the existing law prohibiting union membership by members of the Armed Forces is in fact constitutional. Finally, that the problem of erosion, although real, is self-inflicted and can only be cured within. The author suggests that the question of unionization is not over and that professional associations, such as the AUSA, might be play an important part in eliminating the need from outside--for a military trade union.

In 1996, the U.S. Department of Transportation announced the Operation TimeSaver goal to deploy integrated Intelligent Transportation Systems (ITS) infrastructure in 75 of the nation's largest metropolitan areas. That year, the U.S. Department of Transportation also established the Metropolitan model Deployment Initiative (MMDI). The purpose of this effort was to create model deployments that represent integrated transportation management systems. The objectives of the initiative include determining the effects of increased deployment on traffic characteristics and operations and documenting the benefits that enabled the specific sites to be selected. The Metropolitan Model Deployment Initiative in Phoenix is call 'AZTech'.

The development strategy of the European Union (EU) in Afghanistan suffers from two major defects: inadequate coordination between the EU donors, national and collective, and an overemphasis on short-term projects that do not promote sustainable economic growth. This thesis examines the underlying causes of these defects and analyzes two methods that might address them. First, it assesses the possible benefits of appointing an EU or United Nations Assistance Mission to Afghanistan 'super envoy' to synchronize EU donor activities. Second, it uses a regional development strategy case study called 'Nangarhar Inc' to examine techniques that the EU donors could emulate to enable a revised EU strategy to attain its fullest potential. The analysis indicates that an EU 'super envoy' might be able to harness the full weight of the EU donors in regional development strategies undertaking large-scale projects beyond the capabilities of most donors in Afghanistan. The thesis concludes that by promoting private-sector-led economic growth through regional strategies, a unified EU strategy might provide sustainable development in Afghanistan that could contribute to a notable reduction in the requirement for international donor intervention in the mid to long term.

The Directive reissues DoD Directive 1354.1, October 6, 1977, to reflect revisions in policies and procedures for organizations whose objective is to organize or represent members of the Armed Forces of the United States for purposes of negotiating or bargaining about terms or conditions of military service. The policies and procedures set forth herein are designed to promote the readiness of the armed forces to defend the United States. The Directive does not modify or diminish the existing authority of commanders to control access to, or maintain good order and discipline on, military installations, nor does it modify or diminish the obligations of commanders and supervisors under 5 U.S.C. 7101-7135 with respect to organizations representing DoD civilian employees.

The State of the Union address is a communication between the President and Congress in which the chief executive reports on the current conditions of the United States and provides policy proposals for the upcoming legislative year. Formerly known as the Annual Message, the State of the Union address originates in the Constitution. As part of the system of checks and balances, Article II, Section 3, clause 1 mandates that the President shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such Measures as he shall judge necessary and expedient. In recent decades, the President has expanded his State of the Union audience, addressing the speech to both the nation and Members of Congress. Over time, the State of the Union address has evolved considerably. The format and delivery of the speech have changed, and its length has fluctuated widely. Technology has also influenced the delivery of the address, with the advent of radio, television, and the Internet playing significant roles in the transformation.

Throughout the more than 50 years in which the North Atlantic Treaty Organization (NATO) has secured peace and stability in Europe, relations between the U,S and its European allies remain a persistent paradox-unified, yet at considerable odds. It is a partnership that is consistent and strong, yet troubled and fragile. This thesis analyzes the emerging European-American relationships based on perceptions of key stakeholders, including pre- and post- September 11 attitudes, and persistent concerns Although history may repeat itself globalization of politics, finance and national security increasingly connect Europeans, Americans and other nations, The complexity of these relationships is studied to reveal common themes relevant to evolving European- American relations, This study reveals the following findings: France, Germany and the United Kingdom represent the overall voice of European policies; The interpersonal relations between prominent European and American stakeholders appear more substantial and influential than publicly acknowledged; European stakeholders perceive the current U.S. administration as generally reflective of a bygone era; The number of European partners are increasing and European voices are moving tentatively closer to a common voice on foreign and security issues; And important European domestic issues appear to dominate European concerns, often overshadowing the American preoccupation on terrorism.
