In a speech on August 2, 1990, President George Bush approved the base force concept proposed by the Chairman of the Joint Chiefs of Staff. In so doing he approved the death of the Navy's traditional independence. The question explored in the paper is whether his approval also killed the Maritime Strategy. The paper reviews the original concept of the Maritime Strategy and the debates surrounding it, focusing on the role of the Navy's traditional independence. It then analyzes the effect of the Chairman's base force, explaining that because the Chairman is now the ultimate authority over the Maritime Strategy, the loss of its traditional independence is of more importance to the Navy than the reduction of deployable aircraft carrier battle groups (CVBG). The paper then assesses the consequences of this change as they were expressed in the revision to the Maritime Strategy, noting that the Navy has elevated the Marine Air Ground Task Force to a coequal status with the CVBG as a central fighting element of the Maritime Strategy. The paper concludes that the Maritime Strategy is very much alive. Although very different than originally conceived, the strategy remains a vital component of the national military strategy.

This paper looks at the U.S. Navy's contribution to the National MilitaryStrategy of deterrence in the threatening environment of Low Intensity Conflict (LIC). It describes how LIC is politically and militarily defined, examines the LIC environment from a maritime perspective, discusses the four categories in which the military can be involved, and finally, suggests some alternatives for maritime forces in the LIC environment. Through analysis of the examples sighted, this paper highlights the viability and effectiveness of a maritime force in LIC.

Game theory provides a framework for modeling a wide range of security and defense problems. This project focuses on Stackelberg strategies, which are optimal when one player can commit to a (possibly randomized) strategy before the other player moves. For example, a defensive unit can commit to a randomized patrolling pattern to deter attacks. This project explores new approaches for efficiently computing Stackelberg strategies in realistic security domains with exponentially large strategy spaces. Potential impacts of this research include increased ability to compute optimal strategies for security and defense scenarios.

An analysis of their capabilities is conducted to highlight the versatility and value that naval forces offer due to their expeditionary nature. Naval surface and amphibious forces are examined in order to identify the range of operations that they can conduct. Capabilities, limitations, and the inherent flexibility of naval surface and amphibious forces are examined. Current U.S. National military Strategy emphasizes forward presence and crisis response. This will expand the naval force's traditional role as the force of choice for forward presence and crisis response operations. Therefore, included is a study of the concerns and friction associated with these operations. Naval Forces offer the solution to an amazingly wide range of crises and conflicts.... A simple kind of strategy annotations is investigated, giving rise to a class of strategies, including leftmost-innermost. It is shown that under certain restrictions, an interpreter can be written which computes the normal form of a term in a bottom-up traversal. The main contribution is a correctness proof of this interpreter. Furthermore, a default strategy is provided, called just-in-time, which satisfies the criteria for the interpreter. The just-in-time strategy has a better termination behaviour than innermost rewriting for many interesting examples.
