The purpose of the paper is to present a few observations about the functions of political mass meetings which emerged as a by-product from a larger study of the Berlin blockade and airlift of 1948-49. The data on which these observations are based are of a qualitative nature: interviews made by the author with some 20 political leaders in Berlin, reports on public opinion during the blockade prepared by ten public opinion interviewers, essays on their experiences during the blockade submitted to a Berlin newspaper by 340 Berliners, and published materials from the period.

The end of this century has seen a myriad of events unfold in Europe that havedrastically altered the political, economic, and social orders of Germany and many of its neighbors. The revolutionary changes in the German Democratic Republic (GDR) from autumn 1989 to its eventual reunification with the Federal Republic of Germany (ERG) have sparked renewed interest in Germany, as well as some anxiety as to its potential threat to its European brethren. How stable is the government. How firm is its commitment to democracy and freedom. Will Germany's new power become a threat to its own citizens or those of its neighbors. The GDR (East Germany) was the model of the Soviet state until its people ended the Communists' control in 1989. The ERG (West Germany) adopted a Basic Law (Grundgesetz) after World War II based on democracy, freedom, and the rule of law. This Basic Law served as West Germany's constitution for over forty years, and is now the constitution of all Germany. Germany not only has a constitution, but a Federal Constitutional Court (Bundesverfassungsgericht) as well, charged with the protection of the constitutional rights of Germany's citizens and the democratic order. This thesis addresses the role of the Constitutional Court in Germany' s political system; in particular, it attempts to examine the political and social influences that have motivated the Court's decisions, and whether these influences will also impact future Court decisions. The course of post-World War II history has marched us defiantly towards thedramatic, perhaps traumatic series of events which unfold almost daily before our disbelieving eyes. Seemingly hard-line communist countries, even in the Soviet Union itself, are showing the signs of strain-cracks in the thin veneer of totalitarianism. Such tremendous and unanticipated change cannot help but resurrect a whole host of unsettled issues, many of which have lain buried in the political rubble created by the Second World War. To the surprise of no one, the German question is the 'piece de resistance; of all these issues, for Germany divided sits at the very core of modern East-West confrontation. In this time of awakening from the oppression of traditional Sovietism, the Federal Republic of Germany (FRG) and the German Democratic Republic (GDR) will capitalize on their renewed commonalities and reunite into one, single, sovereign state. They will do so soon, and it is in the interest of the Soviet Union and the Western powers to let it happen. This paper examines this issue from the Soviet strategic culture aspect and provides a vector for the American and NATO response. Keywords: Military publications. (eg)

This report is a delineation of some aspects of German national character structure based on an analysis and interpretation of various German self-images and expressions of attitudes and beliefs about German culture and the world at large. It is a qualitative study of German cultural expectations about character and personality seen from several different points of view; the synthesis presented here is one that derives from an analysis of images -- some of them explicit, some of them implicit -- evoked by Germans' descriptions of themselves and by their interpretations of their own behavior and the behavior of others. For practical purposes, the emphasis of the study has been upon themes that appeared to be significant in personal and family life, and the types of material chosen for analysis were selected for their relevance to this general subject.

The twentieth century suffered from deep ideological conflict linked to the epoch of total war and the divided character of the international political economy, punctuated by a struggle between Eastern and Western ideas, communism versus liberal democracy. To the surprise of many, this struggle culminated with the complete collapse of communism in Eastern Europe in 1989, symbolized by the tearing down of the Berlin Wall between the German Democratic Republic (GDR or East Germany) and Federal Republic of Germany (FRG or West Germany). However, the end of the Cold War shed little light on how the so- called second world held itself together for nearly a half-century. This thesis examines the forces and logic that sustained East Germany as a sovereign state in the Soviet bloc from 1945 1949 to 1989. The research is framed partly as a historical narrative of the GDR and partly as a historical analysis of the state s collapse. This thesis proves how the party, secret police, army, and church permitted East Germans to exercise citizenship within the constructed mass organizations of the GDR, and how the interplay between the party and social institutions in East Germany first sustained, then subverted the totalitarian order.

This report examines the German debate over peacekeeping, how Germany is movingto shed the political and military constraints on the use of the German armed forces, and the potential role that Germany might play in future peace support operations. How Germany has sought to come to terms with the challenge of peacekeeping operations in the post-Cold War era is an important story in its own right. However, given Germany's influential role in Europe and beyond, the German experience sets an important precedent and may offer some insights for other countries that face primarily political constraints to increasing their contribution to peacekeeping operations.
