The paper introduces the UK Open Textbook project and discusses its success factors with regards to promoting open practice and open pedagogy. Textbooks remain a core part of educational provision in science. Open Textbooks are openly licensed academic textbooks, wherein the digital version is available freely, and the print version at reduced cost. They are a form of Open Educational Resource (OER). In recent years a number of openly-licensed textbooks have demonstrated high impact in countries including the USA, Canada and South Africa. The UK Open Textbooks project piloted several established approaches to the use and promotion open textbooks (focusing on STEM subjects) in a UK context between 2017 and 2018. The project had two main aims: to promote the adoption of open textbooks in the UK; and to investigate the transferability of the successful models of adoption that have emerged in North America. Through a number of workshops at a range of higher education institutions and targeted promotion at specific education conferences, the project successfully raised the profile of open textbooks within the UK. Several case studies report existing examples of open textbook use in UK science were recorded. There was considerable interest and appetite for open textbooks amongst UK academics. This was partly related to cost savings for students, but more significant factors were the freedom to adapt and develop textbooks and OER. This is consistent with a range of research that has taken place in other countries and suggests the potential for impact on UK science education is high.

Open Source developers play fundamental determinant role in the life of any open source project. This paper investigates developer motivation in contributing tirelessly to an open source project. Open source Onions were investigated and the developer layer modeled and validated based on ten case studies from SourceForge. Validation was based on Delphi's four rounds of successive stages. Results show that 62% of the developers around an open source development project community are skilled programmers, and that Open source developers are largely motivated by web based development platforms with universal programming language such as Java and that Developers are mostly attracted to the GPL licensed software development project with high project publicity as could be tracked from the hit rate on the project website. Finally, the few Core developers (Project Administrators) of about 19% actually controls and oversees the affairs carried out by about 81% of many developers showing the prominence of Pareto80/20 Principle in Open Source Project development.

This paper surveys measures of economic openness, the latter being understood as the degree to which non-domestic actors can or do participate in a domestic economy. Based on the existing literature, the authors introduce a typology of openness indicators, which distinguishes between 'real' and 'financial' openness as well as 'de-facto' and 'de-jure' measures of openness. They use data collected on these indicators to analyze trends in openness over time and to conduct a correlation analysis across indicators. Finally, they illustrate the potential consequences of employing different openness measures in a growth regression framework.

Academics have a duty towards peers and scholars alike to engage in research work and to publish their findings. This also assists in establishing personal academic success as well as the attainment of research grants. In the past, authors used to publish their research articles for free but access to these articles was restricted to subscription users only. Recently, open access publishing has gained momentum, whereby such articles are made freely accessible online. However open access publishing comes with a price tag for the author through article processing charges. Open access may also question a journal's credibility within the academic world if improperly implemented. This is particularly so following the unsolicited bombardment of researchers' email accounts with invitations for submissions to predatory open access journals. For these reasons, authors needs to rigorously weigh the pros and cons of whether to choose a subscription based or an open access journal for publication.

With the deepening of economic globalisation and the rapid development of the Internet, open innovation has become the main innovation paradigm for enterprises to win a competition. There are three modes of open innovation: inbound, outbound, and coupling. Among them, coupling open innovation can better meet the innovation needs of enterprises. This paper takes the survey data of 421 enterprises in 10 cities in East China as samples, and uses a neural network model to explore the relationship between coupling open innovation and innovation performance, as well as the moderating effect of open innovation platforms. The study found that for enterprises in the startup, growing and transition stages, the proportion of inbound open innovation positively affects innovation performance; for enterprises in the mature stage, the proportion of outbound open innovation positively affects innovation performance. At the same time, there are peak points for both. The breadth of platform openness does not significantly moderate coupling open innovation and innovation performance, while the depth of platform openness has a significant moderating effect on coupling open innovation and innovation performance.

Open scholarship is a major reform movement within research. This paper seeks to understand how open scholarship might address the challenges faced by research in Africa, through a study based on a participatory collaborative workshop to create a partnership with librarians in Rwanda. The literature review identifies three broad perspectives on the apparent under-performance of Rwandan research: one locating the issue in the unequal scholarly communications system, a second pointing to a country deficit and a third blaming cognitive injustices. The Rwandan librarians see researchers as challenged through the pressures on them to publish, the costs of research, poor infrastructure, lack of skills and limited access to literature. Collectively these challenges constitute a critical barrier to research. These limits fit largely the country deficit perspective. Open scholarship as conceived in the Global North is only a small part of the answer to the challenges faced by Rwandan scholars. To promote equity, notions of open scholarship need to take into account the conditions under which research is conducted in less privileged contexts such as Rwanda.

Legislatures, those bodies of elected officials, are increasingly attuned to the rhetoric of open data for legislative content like bills and Hansards. This rhetoric dictates that government content should be freely accessible, repurposable, machine-readable, standardized across subregions, and available without licensing restrictions. Canada offers an excellent example of renewed emphasis on openness across jurisdictions. The call for legislative openness also derives from open data advocates, who seek to apply the rules of open data to unstructured information. We do not know whether legislative openness in Canada, at the provincial and territorial level, matches the rhetoric of open data. This study focused on commonly occurring categories of information on subnational legislative websites, and examined their copyright, availability, archivability, information timeliness, and plain language descriptions. Legislatures were contacted about current practices in the form of a web survey with follow-up phone interviews. We collected additional information via a web content analysis. Results indicated that a considerable amount of information was available, although generally at minimal levels of compliance and with significant variance across legislatures. Respondents expressed confusion about the extent of actual versus perceived openness of their information. We hope these findings provoke a subnational dialogue on legislative openness across Canada.
