Perceptions of environmental policies' effects on local economic development provide the foundation for tension between environmental quality and economic growth. Rural perceptions are of particular importance due to the economic hardships that have hit many rural communities. I examine rural leaders' perceptions of growth management policies with respect to achieving economic development. Results suggest that several community leaders view state growth management legislation as negatively affecting the implementation of outside industry or business as well as the sustaining of livestock farms. Interviewed leaders do not perceive the presence of an urban growth boundary to have much of an impact on economic development. Rather, they perceive certain characteristics surrounding the amendment of the urban growth boundary, such as lengthy timeliness and county approval, to have the most impact on rural economic development. 收起
