The contract conducted longitudinal analyses of prescription drug utilization and expenditures for beneficiary cohorts based on date of enrollment in the Pennsylvania Office of Aging drug benefit program for the elderly, the Pharmaceutical Assistance Contract for the Elderly (PACE). The contract studies the changes in drug utilization for age groups within three cohorts: the initially enrolled 1984 cohort, the voluntarily enrolled 1985 cohort, and the voluntarily enrolled 1986 cohort. To ensure comparability of coverage, only those persons who enrolled in one year and then reenrolled in the following year are included. The analyses consist of descriptive analyses of several measures of drug utilization, including number of prescriptions per year, total daily doses by type of drug, total expenditures, and expenditures by types of drugs for the cohorts and age groups within cohorts. Measures are calculated per enrollee per month of eligibility as well as per prescription user per month of eligibility.

This document considers the problem of updating databases through views composed of selections, projections, and joins applied to Boyce-Codd Normal Form relations. The updates are expressed against the view and they must be translated into updates expressed against the view and they must be translated into updates expressed against the database. The author presents and justifies five criteria that these translations must satisfy. For each type of view update (insert, delete, replace) he provides a list of templates for translation into database updates that satisfy the five criteria. It is shown that there cannot be any other translations that satisfy the five criteria. A translator can be chosen at view definition time by asking the definer of the view a series of questions based on the view definition and database schema. It is concluded that it is practical to update relational databases through views for a large class of views by choosing a view update translator at view definition time. (Author)
