This monograph explores an alternative way of providing a JSOTF headquarters to the Joint Force Commander. Beginning with a history of joint SOF doctrine, the monograph outlines the evolution of special operations command and control and the subsequent need for a standing operational-level headquarters. Having identified this void in capability, the monograph then presents a model for a SJSOTF headquarters possessing a full-time complement of qualified personnel and robust capabilities to conduct special operations across the spectrum of conflict. The monograph then analyzes the SJSOTF headquarters model against evaluation criteria established by USSOCOM.

United States Special Operations Command (USSOCOM) describes its vision for the global SOF network (GSN) as a globally networked force of special operations forces (SOF), interagency partners, and allies able to respond rapidly and persistently to regional contingencies and threats to stability. USSOCOM's goals for the GSN are supported by three unique elements: capacity building, low-level presence, and the sum total of access agreements and posturing in the form of responsiveness. The command's Special Operations Liaison Officer (SOLO) program embodies these three elements. In a time of shrinking budgets and personnel drawdowns, USSOCOM and supported special operations component commands are faced with critical decisions about shaping their respective forces for the future. This capstone focuses on the United States Army Special Forces (SF) officers role in the SOLO program by utilizing a multimethod approach to address concerns presented by SOLO program managers. To this end, we have presented three viable courses of action (COAs) for USSOCOM to pursue, in partnership with relevant stakeholders, for a renewed SOLO program. The COAs include: (1) enhancing the status quo, (2) capitalizing on historical lessons, and (3) aligning with current United States Army Special Operations Command (USASOC) initiatives. While current demands are significant, we can always look to our past to see our future.

To provide closer coordination between the Public Affairs Division and environmental restoration management and technical staff, the Fernald Environmental Restoration Management Corporation (FERMCO) matrixed Public Affairs staffers as counselors to project teams within FERMCO. Close coordination between technical staff and public affairs staff is essential for effective public communication in a public participation, environmental risk communication environment. Two-way symmetrical communication (public participation) represents a paradigm shift for public affairs staff who have developed skills primarily in a public information (asymmetrical communication) environment. While there has been much focus in the literature and workshops on management changes needed to support a public participation environment, less attention has been paid to identifying and developing the skills needed by public affairs professionals to support public participation. To support the new counseling role of public affairs staffers, FERMCO used a public affairs training consultant to design and deliver a workshop to initiate development of the skills needed for the public affairs counseling role. This paper describes FERMCO's matrixed counseling program and the training to develop public affairs counseling skills for the public participation environment.

The purpose of the project was to identify important training needs of faculty in university and community programs, and to recommend formats, strategies, and materials for training these faculty. The anticipated outcomes of the project included: (1) a list of requisite faculty competencies; (2) greater degree of consensus among family medicine leaders and project directors on faculty needs and development priorities; (3) useful curriculum materials for revising (or generating) faculty development programs; and (4) recommendations for future federal grant programs in family medicine faculty development.

The report on the Multidisciplinary Institute for Child Sexual Abuse Intervention and Treatment Project evaluates progress toward achievement of the Project's objectives, including: to develop innovative child abuse and neglect programs using volunteers and private agencies; to strengthen the quality of services for child abuse and neglect through competency- based and specialized training programs; and to develop models and program designs for planning and delivering child abuse and neglect services and for allocating resources. The primary focus of the training institute--a team approach to investigation, intervention, and treatment of child sexual abuse--is described. The methods used to develop a sound curriculum, to help community professionals develop a team approach to training, and to establish the institute as a continuing resource for training are examined.

This competency based module on training for physician assistants is part of the series, 'Competency-Based Dental Assistant and Physician Assistant Modules: A Conversion Project,' which was developed in large part from Armed Forces training materials. The modules in this series are gauged to the student at the post-secondary level. Self-paced to allow the student to progress according to his or her choice and ability, the modules can be used either by the individual alone or in the traditional classroom framework. All the modules contain five components: an introduction/rationale, behaviorally-stated objectives, learning activities, practice exercises, key terms and tests. There is a separate explanatory guide to the modules, 'Organization and Utilization Guidelines for Physician Assistant Curriculum Modules,' but it is not crucial for the use of this particular module. This module discusses the functions of the following diagnostic instruments and aids: explores, dressing forceps, transilluminator, vitalometer, dental radiograph and clinical thermometer. There are numerous illustrations.
