The objectives of this research were to (1) develop man-machine multi-axis analytical models for predicting weapon delivery accuracy for piloted aircraft and (2) use the analytical models, the Terminal Aerial Weapon Delivery Simulation (TAWDS) computer programs, to determine the effects of aircraft flying qualities on air-to-air gunnery and air-to-ground gunnery and bombing effectiveness. The TAWDS programs enable a digital simulation to be performed on various closed loop weapon delivery systems under manual tracking control for predicting and evaluating weapon delivery accuracy. The TAWDS method of determining and establishing flight control system requirements for weapon delivery has been demonstrated. A set of flying qualities characteristics which provides improved tracking capability and increased weapon delivery effectiveness for fighter aircraft was determined using the TAWDS analysis programs. This set of flying qualities is recommended for inclusion into MIL-F-8785B as a guideline for design of fighter aircraft flying qualities characteristics to assure a high probability of kill for these aircraft performing tactical weapon delivery. It is also recommended that the TAWDS methodology, which computes probability of kill (a direct function of weapon impact error statistics and target vulnerability), be considered for MIL-F8785B as an evaluation measure of merit for determining weapon effectiveness of fighter aircraft performing weapon delivery. The U.S. Postal Service (USPS) is facing significant financial problems as mail volume is declining, 4.5 percent in fiscal year 2008 and 11 percent projected for fiscal year 2009. USPS lost $2.8 billion in fiscal year 2008 and projects a $6.4 billion loss in fiscal year 2009 (possibly more if it cannot cut an ambitious $5.9 billion in costs). As one way to cut costs, USPS is trying to improve the efficiency of mail delivery, which generates close to one-third of USPS's $78 billion in expenses. Recognizing the sizeable impact of delivery on USPS's finances and operations, you requested a GAO review. This report addresses (1) how USPS monitors delivery efficiency; (2) characteristics of delivery units that affect their efficiency; and (3) the status and results of USPS's actions to improve delivery efficiency, in particular USPS's Flats Sequencing System (FSS). To address these objectives, GAO interviewed stakeholders and USPS officials, reviewed delivery documentation, conducted fieldwork, and analyzed delivery data.

The Defense Logistics Agency (DLA) performs a critical role in supporting America's military forces worldwide by supplying almost every consumable item-from food to jet fuel-that the military services need to operate. To fulfill this role, the agency oversees a staff of more than 28,000 civilian and military employees who work in all 50 states and 27 foreign countries. It manages approximately 4 million supply items and processes over 23 million requisitions annually. DLA reported that, in fiscal year 2001, these operations resulted in sales to the military services of about $15 billion, of which $12 billion was for supplies. This report is one in a series mandated under the Floyd D. Spence Defense Authorization Act for Fiscal Year 2001. The act directed that we review DLA's efficiency and effectiveness in meeting customer requirements, the application of best business practices, and opportunities for improving the agency's operations. As agreed with your offices, this report focuses on the relationship between DLA and its military service customers. More specifically, we determined (1) how customers perceive the quality of service they receive, (2) how useful the agency's approaches are for obtaining customer service feedback, and (3) whether there are opportunities to enhance the agency's initiatives for improving customer service. To address these objectives, we used a case study approach to obtain customers' views. Our scope was limited to a judgmentally selected number of materiel management customers. We visited eight military service customer locations within the continental United States. The results of our work at these locations are not projectable to the agency as a whole. However, studies conducted by the Joint Chiefs of Staff, DLA surveys, and comments from agency headquarters officials suggest that many of the issues we raise in this report are systemic in nature. A non-toxic, non-corrosive aqueous foam with enhanced physical stability for the rapid mitigation and decontamination of CBW agents has been developed at Sandia. This technology is attractive for the protection of the Nuclear Weapons facilities as well as for civilian and military applications for several reasons including (1) it requires minimal logistics support, (2) a single decon solution can be used for both CW and BW agents, (3) mitigation of agents can be accomplished in bulk, aerosol, and vapor phases, (4) it can be deployed rapidly, (5) it exhibits minimal health and collateral damage, (6) it is relatively inexpensive, and (7) it has minimal run-off of fluids and no lasting environmental impact. A range of methods including systems that yield desirable properties for fire suppression foams can deliver the foam.

A spark delivery system for generating a spark using a laser beam is provided, and includes a laser light source and a laser delivery assembly. The laser delivery assembly includes a hollow fiber and a launch assembly comprising launch focusing optics to input the laser beam in the hollow fiber. The laser delivery assembly further includes exit focusing optics that demagnify an exit beam of laser light from the hollow fiber, thereby increasing the intensity of the laser beam and creating a spark. Other embodiments use a fiber laser to generate a spark. Embodiments of the present invention may be used to create a spark in an engine. Yet other embodiments include collecting light from the spark or a flame resulting from the spark and conveying the light for diagnostics. Methods of using the spark delivery systems and diagnostic systems are provided.

Consistent with the call of the Minnesota Symposium for new theory in knowledge management, we offer a new conceptualization of Knowledge Management Systems (KMS) as a portfolio of personalized knowledge delivery services. Borrowing from research on online consumer behavior, we describe the challenges imposed by personalized knowledge delivery services, and suggest design parameters that can help to overcome these challenges. We develop our design constructs through a set of hypotheses and discuss the research implications of our new conceptualization. Finally, we describe practical implications suggested by our conceptualization - practical suggestions that we hope to gain some experience with as part of an ongoing action research project at our partner organization.
