Public Law 101-510 established the pilot Mentor-Protege Program. This is avoluntary program of incentives for major Department of Defense contractors to furnish disadvantaged small business concerns with assistance designed to enhance their capabilities to perform as subcontractors and suppliers under both Government and commercial contracts. This study was undertaken to assess the environment for program implementation by analyzing the perceptions of one large DoD contractor and the small disadvantaged business community regarding the Mentor-Protege program and DoD's implementing guidance. The results of this study indicate: There is generally a positive impression of this program and the assistance offered by this program would be effective in improving the capabilities of small disadvantaged businesses. There are, however, several barriers present that could prevent program implementation or limit its effectiveness.

This manual explains all codes which appear on the detailed computer listing ofawards produced using Defense Contract Action Data System (DCADS). Data are listed alphabetically by Department of Defense (DoD) prime contractors who received awards over $25,000 by principal place of performance (city, state or country). The first line of each entry identifies the unique code assigned to the DoD prime contractor by the Dun and Bradstreet Corporation, the Commercial and Government Entity (CAGE) code, and the contractor's name and principal location (city and state or country). Data on each individual award to the contractor are then displayed on the following lines. This manual provides information on the meaning of the column headings which apply to those individual awards.

The purpose of the grant was to demonstrate the validity of a voluntary, working partnership between business and older people for senior independence and needed community change. Federal financial and programmatic support strengthened this fragile partnership during its early stages and enabled companies and seniors, working through the nonprofit operational entity of Chautauqua Northwest, to move from research to constructive action. Within this context, the most highly prized finding was that, in fact, a community-based partnership between business and older people really could work. This result was certainly not a foregone conclusion, given the deep and widespread psychological resistance to aging prevalent in the corporate sector.

This report presents the findings of research on the intertemporal stability of interregional commodity flow coefficients. These coefficients represent the share of the consumption in each state (region) of each commodity group that is accounted for by each state (region) of origin. These coefficients are used in multi-regional input-output models to link the regional economies. These links transmit the impacts of production in each state on input supplying industries within the state and in other states. Thus, these coefficients are vital in tracing the regional output and employment impacts of projected changes in the demand for final products. The models work best when the coefficients are relatively stable over time, or when changes in the coefficients are predictable. Unfortunately, the research results indicate much less stability in the coefficients than is desirable. The stability was measured using data for 1967 and 1972 (and in a more limited fashion using data for 1972 and 1977) from the Commodity Transportation Survey of the Census of Transportation, covering only manufactured products of domestic origin.

The report summarizes the findings from an analysis of the effects that e-commerce will have on warehousing and distribution solutions. The analysis is based on available literature. E-commerce will lead to significant changes in the physical distribution of cargo, where both warehousing and distribution systems will be affected. Today's systems are important bottlenecks for future growth in e-commerce. If e-commerce is to be established as an important sales channel, it is substantial that effective solutions for warehousing and distribution are implemented.
