An earlier discussion of the capacity of the mean-square-constrained Poissonchannel is continued. Using a theorem of Hoefding, it is shown that the channel information capacity is the same with or without an on-off keying (OOK) constraint on the channel encoder intensity, affirmatively resolving the conjecture made in our earlier discussion. Thus the known formula for the information capacity of the OOK-constrained channel applies as well in the absence of an OOk constraint. Adapting arguments used by Wyner to address the peak-constrained Poisson channel, it is also shown that the coding capacity with no OOK constraint is equal to the corresponding information capacity. The increase in use of Corps recreation facilities and prospects of even greater demand have brought about two major consequences and concerns: resource overuse and user overcrowding. Most definitive recreation carrying capacity design and management guidelines are needed to preserve recreation qualities while offering a range of recreation opportunities. This Technical Report presents findings and recommendations of the Recreation Carrying Capacity Design and Management Study. Results of the site analyses, management interviews, and user surveys are included for the 11 Corps projects that were the subjects of this study. On the basis of study findings, methodologies for determining recreational carrying capacity levels are provided. Carrying capacity design and management techniques are also included for use in preventing and correcting problems of overcrowding, overuse, and underuse of recreation resources. Demonstrations are used to show how carrying capacity guidelines can be developed and applied. (Author)

It is well known that the capacity of a white Gaussian channel under the average power constraint is not changed by feedback. We give some conditions under which the capacity of a discrete time Gaussian channel is increased by feedback. Relative to their L5178Y-S counterparts, L5178Y-R cells have an impaired capacity to form patches in DNA after exposure to UVC radiation. The photolysis of 5'-bromodeoxyuridine (BrdUrd) incorporated into DNA was used to estimate the number of 'repair patches' formed in response to a 254 nm UV (UVC) exposure. These results are consistent with the notion that L5178Y-R cells have a reduced capacity to repair DNA damage induced by UVC radiation. Reprints. (MJM)

The purpose of this study was to further our knowledge of the physiological determinants of load bearing performance over distances from 2 to 12 km. Twenty eight soldiers, experienced in load bearing, were initially assessed for: aerobic power (VO2max), leg strength and muscular endurance, maximal lift capacity, maximal heart rate (HRmax), body composition, body anthropometry, and submaximal treadmill response to load bearing. Following a week of fitness assessment, each soldier performed four, best effort, load bearing trials at distances of 2, 4, 8 and 12 km. All trials were scheduled in random order on four successive weeks. The total load carried (pack, weapon, and clothing) was 46.12 kg. Mean performance times for each distance were 16.0, 35.1, 77.2 and 125.0 minutes, respectively. Mean exercise intensity (% HRmax) as measured by HR telemetry for each trial was 74, 71, 69 and 63% respectively. The degree of pulmonary oxygen toxicity expected from a particular exposure remains difficult to predict, and the mechanisms of the injury are poorly understood. An important step for predicting and understanding them would be to define a model of the response under all conditions. For this report we assessed the ability of some models to predict the average change in vital capacity (deltaVC) caused by various oxygen exposures. A moderately large body of deltaVC data exists for periods during and after exposure to elevated oxygen partial pressure (PO2),1-17 but other pulmonary data are sparse. Thus, we chose deltaVC to represent pulmonary oxygen toxicity, although other parameters might be at least equally appropriate.
