The School of Health Services of The Johns Hopkins University has been working to develop educational programs in occupational health and safety at the baccalaureate level and to offer courses in continuing education. A reassessment of the future role of industrial hygienists under OSHA and current changes in occupational health was undertaken. A review of existing educational programs and developments in other institutions led to the development of a detailed task analysis. Lectures in occupational health were developed for presentation to various groups. Continuing education courses in Fundamentals in Industrial Hygiene and Prevention in Occupational Health were developed. Examples of the courses are presented in appendices.

Part time occupational health nursing services provided by voluntary and official health agencies are discussed. The administration of the nursing service, including the planning and responsibilities of the service, is described. Functional components of the nursing service, including treatment and care of injuries, health maintenance, rehabilitation, health counseling, health education, immunization, and activities scheduling are reviewed. Nursing records and reports systems are described and methods for coordinating nursing services with company personnel departments, safety programs and industrial hygiene programs are presented.

Progress made in providing training in the occupational and industrial hygiene field at the University of Pittsburgh under the funding from the grant is reviewed. The Department of Industrial Hygiene Engineering was established to achieve a better understanding of the complex factors affecting the health of workers, to use the knowledge in developing procedures to protect and improve worker health, and to disseminate information so that such improvements can be undertaken at various locations in the industrial community. During the first 10 years of the program, 1947 through 1957, six general areas of study emerged: environmental physiology, industrial hygiene, radiation biology, industrial toxicology, carcinogenesis, and preventive medicine. In the 1960s several epidemiological studies were begun. In the 1970s outside factors influenced the growth of the department and several of the branches became independent departments in their own right, such as radiation biology.

The authors recommend additional preliminary research to identify populations at risk, evaluate work processes, and prioritize study projects.

A training course module concerning legal aspects of the Occupational Safety and Health Act of 1970 is reviewed. The statutory purpose and goals of the Act are defined: to encourage employers and employees in efforts to reduce occupational safety and health hazards; to provide employers and employees data on rights and responsibilities for healthful working conditions; to apply health standards and create a review and appellate agency; to provide appropriate reporting procedures; and to encourage joint labor and management efforts. The constitutional basis of coverage under the Act, and its jurisdiction are noted. The structure of the Act, its administrative role, and the role of NIOSH are outlined. Procedural aspects of OSHA are presented: notice of contest; petition for abatement; further notice; pleadings, discovery and motions; hearings; post hearing review; and court review. Duties and rights of employers and employees, and the relationship between the Act and civil litigation are discussed. Guidelines are presented for record keeping, reporting, and posting requirements under the Occupational Safety and Health Act.

A program was established at Saint Augustine's College to prepare professionals to serve as occupational health inspectors and/or safety inspectors, to graduate students at the advanced degree level in occupational safety and health, and to be certain that trainees have a basic knowledge of biology, chemistry, mathematics, physics, and specialized training in industrial hygiene and safety through laboratory work, lectures, field trips, seminars, and workshops. A listing and description of courses required by those majoring in industrial hygiene and safety were presented. Evaluations of the program, performed by former students, consultants from industry, and staff members indicate that it is serving the purposes quite well. Several letters were included which indicate the participation of the students and faculty in various projects outside the university setting and also offer assessments of the work of various trainees sent into the field under a cooperative exchange program.

Results of medical service programs, X-rays, and autopsies of miners are discussed by the Coal Mine Health Research Advisory Committee. Spirometry, detecting abnormalities, early detection, chemiluminescence, and animal research studies are discussed. Diesel engines, third round coal, coal mine sanitation, and safety research are other topics reviewed. 1976 contracts, agreements, and research grants are described. The authors conclude that new health standards are necessary.
