Investigators publish new report on Electronics - Optoelectronics. According to news reporting out of Hubei,
People’s Republic of China, by VerticalNews editors, research stated, “In the known field of topological
photonics, what remains less so is the breakdown effect of topological phases deteriorated by perturbation.
In this study, the authors investigate the variance on topological invariants for a periodic Kekule medium
perturbed in unit cells, which was a gyromagnetic photonic crystal holding topological phases induced by
synchronised rotation of unit cells.”

By a News Reporter-Staff News Editor at Network Daily News-Fresh data on Networks are presented in a new report. According to news re porting originating from Hubei, People's Republic of China, by NewsRx correspond ents, research stated, “The mean square exponential stability of stochastic time -delay neural networks (STDNNs) with random delayed impulses (RDIs) is addressed in this paper. Focusing on the variable delays in impulses, the notion of avera ge random delay is adopted to consider these delays as a whole, and the stabilit y criterion of STDNNs with RDIs is developed by using stochastic analysis idea a nd the Lyapunov method.”

findings on Networks are discussed in a new report. According to news originating from Hubei, People’s
Republic of China, by NewsRx correspondents, research stated, “In the past few decades, many efforts
have been made to solve the intercarrier interference (ICI) because of the loss of the orthogonality for the
spectral efficient frequency division multiplexing (SEFDM) optical communication systems. In this paper,
a deep neural network (DNN) is introduced to deal with the ICI.”

?Abstract Ligularia monocephala , a remarkable new species from Hubei, China, is described and illustrated. It is readily distinguishable in the whole genus by character combination of the reniform to cordate-reniform leaf blades which are palmately-pinnately veined and abaxially purplish red, the solitary and erect capitula, and the pappus which are as long as or slightly longer than tube of the tubular corolla. A detailed description and distribution map of the species are also presented herein.

Ligularia dalaolingensis
, a new species from Hubei and Hunan, China, is described and illustrated. It belongs to
L
. sect.
Ligularia
ser.
Speciosae
on the basis of its palmate leaf venation, racemose synflorescence and pappus which is slightly shorter than the tube of the tubular corolla. In the series, its closest relatives are assumed to be
L. fischeri
and
L. stenocephala
. From
L. fischeri
,
L. dalaolingensis
is readily distinguished by smaller basal leaves, shorter synflorescence, narrower involucres and fewer phyllaries and florets; from
L. stenocephala
,
L. dalaolingensis
differs by smaller basal leaves, shorter synflorescence as well as broader bracts. A diagnostic key to Chinese species of
L
. ser.
Speciosae
with broadly ovate, ovate or ovate‐lanceolate bracts is provided.

The construction of model province of national rural informationization, which needs more departments jointly and participants, is a systematic, socialized major project. Hubei provincial government, standing in the angle of planning the province's economic and social development as a whole, proposes the “one Yuan multi-level” development strategy and it has laid a solid foundation to make Hubei province become the construction pilot provinces of “model province of national rural informationization”. In the construction of model province of rural informationization, the open and inclusive concept is of great significance to realize national long-term goals and make the rural information service sustained and long efficient. At the same time, each department and each participation main body coordinate with each other, which realize the integration of rural information service resources and prevent rural information service from redundant and inefficient investment. Therefore, in the construction of model province of national rural informationization, Hubei province need to uphold the open and inclusive concept, further emancipate the mind, and complement each other. It should strengthen organizational leadership, complete the top planning and design, strengthen the department coordination, innovate information services operating mechanism, strengthen integration of information resources and integrated application of service platform, strengthen the system construction and examination management, strengthen the propaganda guidance, and further promote each work of model province carried out smoothly and orderly.

A new species, Helicoprion jingmenense sp. nov., from the Lower Permian Qixia Formation of Hubei Province, China, is described based on a nearly complete symphyseal tooth spiral preserved as part and counterpart. The specimen is a large elliptical symphyseal tooth spiral with 4 1/3 volutions, with cutting blade being relatively wide, and its width being greater than the height after 3 1/2 volution, middle portion being higher than the cutting blade, narrowed base being short. There is a distinct space not covered by enameloid in two adjacent tooth crowns in the outermost two volutions; the height of the compound root is moderate, and the ventral groove is about 1/10 of the same tooth crown. In comparison with other known Helicoprion species of the world, the new species resembles H. ferrieri and H. bessonowi. However, it can be easily distinguished from H. ferrieri by the wider cutting blade, the shorter narrowed base and lower compound root, and also from H. bessonowi by its more narrowed compound root and less than 39 tooth crowns per volution. Helicoprion jingmenense sp. nov. is obviously different from helicoprionid species previously found in China in general shape, size and histology. However, it is very difficult to identify their relationships because of the fragmentary nature of holotypes of the latter. Because the new specimen is the first record of Helicoprion and the most complete fossil dentition of helicoprionids from China, the new species is of significance for biostratigra-phy and paleobiogeography.

Severe acute respiratory illness (SARI) surveillance began in Jingzhou City, China, in 2010. A subset of 511 children aged <5 years enrolled in the SARI study during 2011 were tested for influenza and noninfluenza respiratory viral infection by real-time reverse-transcription polymerase chain reaction. Respiratory syncytial virus (RSV) was most commonly detected. Children aged 12-23 and 24-60 months were equally likely to test positive for RSV. Although cases of RSV infection could be detected throughout the year, the greatest numbers were detected from autumn to early winter....

on Networks is now available. According to news reporting from Hubei, People’s Republic of China,
by NewsRx journalists, research stated, “Interval bipartite consensus of multiagents described by signed
graphs has received extensive concern recently, and the rooted cycles play a critical role in stabilization,
while the structurally balanced graphs are essential to achieve bipartite consensus. However, the gauge
transformation used in the linear system is no longer feasible in the nonlinear case.”
