The implementing perspectives in the European territories are only partially known. But the first European, national and regional choices enlighten the evolution of some points. These were debated in Cork, Salzburg and assessments of the current 2nd pillar policies: budgetary perspectives of CAP, multisectorial aspects, subsidiarity and partnership, simplified, targeted, innovative and cohesive implementing. But the future of the 2nd pillar policy for 2007-2013 is particularly uncertain. Different scenarios are foreseen: the "agrarian-based" scenario, the reinforced competition between rural territories, the response to Cork and Salzburg wishes and the reinforcing of national and regional divergences. 收起
