Whereas different approaches are mobilized, findings suggest that research on project management hasfocused primarily on sponsors, who are in a position to control project resources, with users often being overlooked. Thislack of involvement creates gaps between user expectations and delivered construction projects. The review therefore findsthat, on principle and to assure added value, project managers should consider implementing a user-empowering approachright from the planning stage. Guidelines for practical considerations for a participative approach to project management aresuggested. 收起
