In addition to reviewing cyber defense-related studies conducted within and outside the U.S. government, the specific terms of reference for the study (i.e., the committee’s charge) were as follows: (1) Review U.S. Navy information technology modernization plans and processes with respect to the evolving threat and robustness to cyber attack, and identify any shortcomings; (2) Recommend any immediate operational and technical mitigation strategies needed to address any shortcomings identified above, as well as recommend any future mitigation strategies, including any architectural and procedural changes that would lead to more resilient naval systems and more robust network and communications capabilities given the evolving threat; (3) Review and assess the adequacy of current Department of the Navy policies, strategies, approaches, and investments in comparison to the findings and recommendations to both (1) and (2) above; Classified Report and (4) Identify any other critical issue—not addressed

The Navy's Ships Parts Control Center is the inventory control point that managesship and submarine parts. The Navy uses planned program requirements as a basis to purchase and reserve parts for future needs. These requirements generally cannot be forecasted because they represent one-time needs and are not based on historical experience. For example, a planned program requirement may be for material needed for future ship alterations. Funded planned program requirements are considered in the supply demand reviews to determine if procurement or repair of inventory is needed. Unfunded planned program requirements are principally used to prevent disposal of inventory. As of March 29, 1992, the Ships Parts Control Center had about 400,000 funded planned program requirements, valued at over $2 billion. During Fiscal year 1991, the Center budgeted $387 million for planned program requirements. Weaknesses exist in the ships Parts Control Center's internal controls over and monitoring of planned program requirements. Specifically, the Center's files contained duplicate and unauthorized planned program requirements, as well as inappropriate requirements for which the Center did not budget and did not use to support specific supply actions. In addition, the Center's written guidance for validating these requirements was inadequate. Duplicate and unauthorized requirements could result in the possible procurement of unneeded materials.

Like many efforts to contract out functions formerly performed by government employees, the Navy's Contractor Operation and Maintenance of Simulators (COMS) program has been controversial. The COMS program will eventually replace about 1,600 military and 156 civilian technicians at training locations throughout the Navy. Through December 1985, the Navy had awarded 41 contracts with a total value of about $86 million. Congressman Charles Pashayan, Jr., asked GAO to review the program. GAO agreed to determine if the Navy had complied with statutory and regulatory requirements for contracting out, determine the support for the Navy's claims that the COMS program is saving money and that simulators are more available for training than they were before the program, and assess the Navy's administration of the program.

This study examines academic review board (ARB) decision making in Navy technical training in relation to standardization in the system for reporting training attrition. The results of a survey show differences in ARB procedures across the schools sampled, and that there is fairly high agreement among ARB members about the value of the factors they consider in deciding to setback or attrite students in training. The study also includes a discussion of ARB member perceptions of the effects of the Navy's policy to keep training attrition low. The recommendations address the differences found, but also point out that the accuracy of ARB decisions is still unknown. A study of the costs and fleet performance of marginal students would provide a concrete basis for establishing attrition policy.

GAO previously reported on travel card management at the Army. This report focuses on travel card management at the Navy, including the Marine Corps.
