A comprehensive survey of existing laboratories and field test facilities, capable of conducting transmission and distribution research, in the United States and Canada and similar well-known facilities located in Europe was made. Major areas covered by this report include manufacturers, utilities, independent laboratories, test facilities currently funded by EPRI and/or the Energy Resources Development Agency (ERDA), and universities. The goals of this laboratory search were to prepare a summary of existing testing capabilities in the transmission and distribution area together with an indication of laboratory staff, availability, potential expansion plans, adaptability to increase capabilities and other areas of research as well as an assessment of the willingness of the laboratories to undertake funded work.

Built in 1943, the Kansas City Plant (KCP)--the National Nuclear Security Administration's (NNSA) primary production plant for manufacturing nonnuclear components of nuclear warheads and bombs--is to be modernized because of its age and the high cost of maintenance and operation. Among other changes, NNSA plans to relocate KCP to a new facility and increase components obtained from external suppliers from about 54 to 70 percent. KCP's continued supply of these components is essential for maintaining a reliable nuclear weapons stockpile. GAO was asked to determine (1) how KCP developed plans for modernization, (2) actions KCP has taken to ensure uninterrupted production of components, and (3) actions KCP has taken to address the risks of outsourcing. GAO reviewed planning documents and met with officials from NNSA, KCP, and Sandia National Laboratories, which designs many of the components produced at KCP.

A model of Raman scattering in inhomogeneous laser produced plasma is described, which invokes enhanced Thomson scattering. The enhancement is due to pulses of hot electrons arising from laser-plasma interactions at the critical or quarter-critical surfaces. A simple model predicts the locations of two enhanced frequency bands, one between omega sub 0 and omega sub 0 /2, and the other between 2 omega sub 0 and omega sub 0 . The model is shown to fit the results of eight experiments, including a new experiment using the 6-beam Omega laser facility, converted to 351 nm. In this latter experiment, simultaneous measurement of the upscattered and downscattered bands is carried out, and good agreement is found with the enhanced Thomson model. 19 refs., 24 figs. This document describes a process to help elected officials and other policymakers develop jail facilities. It outlines all participants' roles, the decisions they make, and the products they create. The facility development process includes steps to plan, locate, design, construct, and open a new jail-or expand an old one. This process was developed by local policymakers, builders, architects, city and county planners, and criminal justice professionals who have experienced the challenges and rewards of using (or not using) this process firsthand. The 16 steps of the facility development process are contained within 5 overlapping phases that incorporate both concurrent and consecutive activities: prearchitectural planning, site selection and planning, architectural and engineering design, construction, and occupancy. The discussion of each of the 16 steps lists the major work activities and the products developed. Accompanying tables show the tasks to be performed for each step, which participants perform them, and what actions participants take throughout the process.
