The purpose of this document is to provide to the peer reviewers and interestedmembers of the public, ORD's most recent estimates of dioxin emissions for the years 1987 and 1995 along with a detailed description of the analytical process and rationale that support these estimates. This document addresses compounds in the following chemical classes: polychlorinated dibenzo-p-dioxins (PCDDs or CDDs), polychlorinated dibenzofurans (PCDFs or CDFs), polybrominated dibenzodioxins (PBDDs or BDDs), polybrominated dibenzofurans (PBDFs or BDFs), polychlorinated biophenyls (PCBs). The CDDs include 75 individual compounds, and CDFs include 135 different compounds. Likewise, the BDDs include 75 different congeners, and the BDFs include an additional 135 congeners.

Insulating liquids used in transformers, circuit breakers, and high-voltagebushings require proper testing and maintenance to keep them in good condition. Liquid insulation can be grouped into three broad categories, (a) mineral oils derived from petroleum, (b) nonflammable, synthetic liquids containing PCB's (polychlorinated biphenyls) commonly called askarels, or any of many trade names for askarel, and (c) several new synthetic liquids being offered as a substitute for askarel. Gas-in-oil analysis of mineral oils can provide early detection of developing problems. Too frequently, the testing and purifying of liquid insulation is done without due regard to certain important precautions. The purpose of this chapter is to give a better understanding of the characteristics of insulating liquids and to establish uniform maintenance practices for tests and treatment.

Three ships, EXPORT CHALLENGER, SHIRLEY LYKES and WAYNE VICTORY, in the MaritimeAdministration's James River Reserve Fleet at Fort Eustis, Virginia, were sampled for potentially hazardous materials that are subject to environmental, safety and health regulations. Samples of electric cables, ventilation system gaskets and assorted nonmetallic materials, such as rubber and caulking, were recovered and analyzed for PCBs. Samples of thermal insulation, paint, fasteners, refrigerants, and other materials were recovered, and each sample was analyzed for one possible hazardous constituent. The results show that environmental, safety, and health controls will be required during breaking and recycling of these ships and that each ship presents unique problems with regard to PCBs and other potential hazardous materials.

Three inactive Maritime Administration ships have been sampled for hazardousmaterials. An analysis determined the materials present and the problems presented to domestic ship breaking/recycling and to the export of ships for recycling overseas. Polychlorinated biphenyls (PCBs) and other hazardous or potentially hazardous wastes were found in the ships. If removed before sale of the ships for recycling, this would relieve domestic scrappers of the need to manage these hazards and should significantly increase the value of the ships in the scrap market. The authors' analysis shows that there are some small amounts of hazardous materials, particularly PCB materials, that cannot be removed without complete disassembly of the ship. The EPA sampling guidance for PCB materials is reviewed based on the results from the three ships. Some shortcomings of the guidance are identified and alternative approaches are suggested.
