A statistical comparison of observations and forecasts using the Regional Atmospheric Modeling System (RAMS) for operations at the Savannah River Site (SRS) is discussed. Simulated and observed values of wind direction, wind speed, and temperature, collected twice daily for a two-year period from April 1998 through March 2000, are compared in a variety of ways for 5 different locations in the southeast United States. Turbulence quantities are also compared for a one-year period beginning in February 1999 for the SRS. Results are presented in the form of scatter plots and histograms, as well as time-based line plots for the different locations within the modeling domain. Both surface and upper-level model predictions are compared with observations taken from both the National Weather Service and local SRS tower locations (surface measures only). Variability based on the time of year, the forecast hour, the location of the observations, and the height above ground for each of these variables is discussed. Statistics of accuracy used for comparison include absolute mean bias, relative bias, root-mean-square error, standard deviation, and the index of agreement. The most severe degradation in results occurs during the transition periods of early evening (approximately 19 to 20 LST) and late morning (approximately 07 to 08 LST), especially for temperature.

The Department of Commerce's International Trade Administration (ITA) plays a major role in leading the federal governments efforts to increase U.S. exports. ITAs U.S. Commercial Service, as the Department's key export promotion agency, works closely with the U.S. business community and federal, state, and local trade partners to promote export awareness and U.S. sales abroad. Currently, the Commercial Service, through its Office of Domestic Operations, operates 105 U.S. Export Assistance Centers (USEACs), grouped geographically into 12 networks. The key objective of the USEACs is to enhance and expand federal export promotion and trade finance services through greater cooperation and coordination between federal and non-federal trade-related partners. The Office of Inspector General conducted the on-site portion of its inspection of the operations of Commercial Services Chicago USEAC Network from August 4 to 8, 2003, focusing on program operations as well as the financial and administrative practices of the Chicago USEAC Network. Commercial Service opened the Chicago Export Assistance Center in 1994, co-locating with the Export-Import Bank and Small Business Administration to better provide U.S. firms with information on all export promotion and export finance activities of the federal government. It was one of the four offices established under the one-stop shop pilot. Today, the Chicago USEAC Network covers the states of Illinois, Indiana, Minnesota, North Dakota, and Wisconsin.

Managers of logging operations are faced with declining profits due to rapid increases in equipment costs, early obsolescence of equipment, and a gradual shift from harvesting large trees to smaller ones. There are numerous ways to confront this problem of diminished returns. One of the simplest and least costly is to improve the efficiency of the logging operation. One way to obtain this needed information is to conduct work measurement studies. Work Sampling is a statistically based method in which instantaneous observations are taken at random intervals. With proper design, each instantaneous observation is recorded, and the percentage of time for a particular activity is the number of observations for that activity divided by the total number of observations. The purpose of this paper is to (1) present the results of the work sampling method and compare them with the results from the continuous time method, (2) determine the feasibility of using work sampling for the analysis of logging operations, and (3) define the limitations and capabilities of the work sampling method as applied to logging.

ITAs U.S. Commercial Service, as the Departments key export promotion agency, works closely with the U.S. business community and federal, state, and local trade partners to promote export awareness and U.S. sales abroad. The key objective of the USEACs is to enhance and expand federal export promotion and trade finance services through greater cooperation and coordination between federal and non-federal trade-related partners. The Office of Inspector General conducted the on-site portion of its inspection of the operations of several export assistance centers within the Philadelphia USEAC Network from October through November 2003. We primarily focused our evaluation on the management, program operations, and financial and administrative practices of the Philadelphia USEAC Network. During fiscal year 2003, the Philadelphia USEAC Network covered the Mid-Atlantic region composed of Delaware, the District of Columbia, Maryland, Northern Virginia, Pennsylvania, and Central and Southern New Jersey. Overall, we found that the export assistance centers within the Philadelphia USEAC Network are doing a good job of providing export assistance to U.S. companies and have fairly sound financial and administrative operations. However, we also found a few issues and concerns that warrant the Commercial Services attention, in particular leadership gaps within the network, lack of compliance with export success reporting guidelines as well as client record maintenance, and questionable travel practices and reimbursement.

This paper analyzes the impact of a future technology on counterinsurgency (COIN) operations. The technology presupposes the ability of air and ground platforms to identify positively identify individuals from a distance. Whereas current unmanned aerial vehicles (UAVs) and ground observation devices can 'see' people from a distance, these platforms cannot automatically recognize these people from previous observation beyond the degree of accuracy which an observer may provide. When this new capability is employed in a COIN environment, and then networked and its data analyzed, counterinsurgents can gain a decisive advantage over their adversaries.

The Army's lessons learning system is looked at from the user's perspective.Initially a historical based on Dennis J. Vetock's book, A History of U.S. Army Lessons Learning, is conducted. The salient points drawn from Vetock's work are presented. First, in each war beginning with WWI a lessons system was established, but always well into the war. Second, the lessons system in each war showed the basic doctrine to be sound, but the application of the doctrine was poor. Third, there has been a consistent role for professional journals to play. Fourth, each lessons system juxtaposed command battle reports with those of independent observers. The last of Vetock's points discussed is the formation of the Center for Army Lessons Learned (CALL). The recently published Army Regulation, AR 11-33, Army Lessons Learned Program, is also reviewed. Conclusions are drawn from the study. The system could be improved by soliciting increased use and giving instructions relative to that use. Not all potential contributors to the system are being sought out. Observer controllers from the Combat Training Centers (CTC), CTC exercising unit chains of command and key unit members upon their change of jobs are examples. (SDW)
