This paper describes the investigation and failure analysis of a welding regulator fire that resulted in explosive energy release and injury to an operator. The failure analysis revealed that an organic contaminant in the form of an insect had entered the cylinder valve prior to attachment of the regulator. Ignition of the insect and nest materials led to an explosion-like overpressure that blew the high-pressure poppet through the nozzle and forcibly separated the regulator bonnet from the main body. Scanning Electron Microscopy (SEM) and Fourier Transform Infrared Spectroscopy (FTIR) on the residue from the fire-damaged components confirmed that insect nest material was present at the time of the fire. Autogenous Ignition Testing (AIT) on similar insect debris revealed a very low ignition temperature and probable high heat of combustion. The explosion-like energy release was felt to be related to a momentary containment of the fire in the early stages of the combustion event which led to greater involvement of the cylinder valve's nylon seat and resulted in increased reaction kinetics.

Space tourism is a fact. Beginning in 2017 space travel for common (by common I mean wealthy) people will start with companies such as Virgin Galactic that started development of "spaceships". The emerging problem with this development is the regulation that will reign over the fate of the tourists that will go to space with these companies. The problem that emerging is the contradiction existing between the Astronauts liability regulations and those existing for the airline passenger, and how will there be, if any, compromises between them to generate a regulation for the passengers in these new "spaceships". By extensive research and analysis of the existing regulations, the essay will find some compromises that can happen in order to create a new regulation, using certain aspects of each of these regulations that can assure the space tourist and the private companies alike. The essay analyses the existing regulations, and attempts to select certain rules that can apply for both areas, and finally recommends different approaches to create the new space tourist regulations.

The Search for Extraterrestrial Intelligence (SETI) has traditionally emphasized a passive search for such signals. In recent years, the prospect of Active SETI has been examined, in which humankind would transmit intentional signals to possible extraterrestrial civilizations. This paper explores the Radio Regulations (RR) relevant to SETI projects, reviewing the limited ways that the RR has protected Passive SETI to date and exploring possible protections of Active SETI that could be considered at future World Radio Conferences.

Canada has been endowed with an abundance of Hydrocarbon natural resources which started the development of the Canadian pipeline system nearly 60 years ago. Today that system comprises about 585,000 kilometres of pipelines. Fortuitously for pipeline owners and operators, the Federal and pertinent Provincial regulators have adopted, by reference, the national pipeline standard Oil and Gas Pipeline Systems CSA Z662 within their respective regulations thus giving this standard the force of law. In general terms this means that pipelines in Canada are designed, constructed and operated in accordance with the normative requirement of a common standard. However the respective regulatory requirements, of each jurisdiction, are overlaid on the prescriptive elements of Z662 and reflect both the nature of the entities being regulated and the particular philosophical approach taken to regulation. The purpose of this paper is to attempt to describe the main differences to be found across the country and to expand upon the goal oriented approach favoured by the National Energy Board. Further, it will be helpful to also consider the importance of research in the development of standards and regulations.
