This chapter(1) begins with a review of issues in the literature drawn from a systematic search of the available databases. The literature selected relates to South African Library and Information Science (LIS) and to international sources cited by local authors. What follows is the report on the small-scale Delphi exercise, used to gather the views of LIS educator and practitioner experts on the most critical elements for the development of South African US. The issues from the literature and the Delphi exercise are synthesised and summarised.(2)

This chapter(1) aims to trace the development of library and information science (LIS) education and training in South Africa, and discusses the status, trends and challenges of library and information education and training in the country. Historically, the South African education system, including LIS education and training, was influenced by shameful inequalities largely championed through racial discrimination. Inequalities were (and still are) also expressed through levels of literacy, wealth distribution, geo-graphic location and access to education, among other factors.

South African library and information services (LIS) have developed over a period of more than 150 years. Starting with free public libraries, the LIS structure gradually ex-panded to include the typical kinds of libraries also found in other countries, profes-sional organisations, training institutions, and so forth Some of these will be dealt with in more detail in the following chapters. As the purpose of this chapter is to give a brief overview of the LIS structure in South Africa, how it is governed by legislation and sup-ported by numerous role-players, as well as to give some context for the rest of the book, overlap with other chapters is unavoidable. Issues dealt with in detail in other chapters are mostly dealt with only briefly here.

The first democratic elections in 1994, leading to the end of apartheid education, new educational legislation and a new curriculum, brought fresh optimism to South African school library circles. This was prompted by two lines of thought. First, it was hoped that the merging of the 19 racially based departments and fairer provisioning might re-dress the unequal distribution of school libraries across previously advantaged and disad-vantaged sectors. Second, South African educational reform echoed international trends in its emphasis on developing lifelong learners who are able to compete in the information society.

The year 1994 is rightly regarded as a watershed in the development of the nation of South Africa and for its people. In broad terms, the mandate of the first democratically elected government became that of transforming the country into a democratic state, correcting the injustices and inequalities of the past, alleviating poverty and promoting a better life for all. The consequences of the policy of apartheid pursued by the pre-1994 government were readily apparent, principally in a skewed allocation of resources and repressive legislation. The post-1994 South African government inherited a fractured and dislocated pattern of provision in many sectors, including housing, education, basic services and health care.

As web technologies evolve, web archivists work to keep up so that our digital history is preserved. Recent advances in web technologies have introduced client-side executed scripts that load data without a referential identifier or that require user interaction (e.g., content loading when the page has scrolled). These advances have made automating methods for capturing web pages more difficult. Because of the evolving schemes of publishing web pages along with the progressive capability of web preservation tools, the archivability of pages on the web has varied over time. In this paper we show that the archivability of a web page can be deduced from the type of page being archived, which aligns with that page's accessibility in respect to dynamic content. We show concrete examples of when these technologies were introduced by referencing mementos of pages that have persisted through a long evolution of available technologies. Identifying these reasons for the inability of these web pages to be archived in the past in respect to accessibility serves as a guide for ensuring that content that has longevity is published using good practice methods that make it available for preservation.
