This issue presents the accumulative research of the past 3 years of the Millennium Project and its approximately 550 participants from 50 countries that have contributed their judgments about the future of humanity, providing an independent, interinstitutional, multinational, and interdisciplinary context for global thinking. Fifteen Global Challenges were identified that humanity faces at the millennium along with the actions to address each, and range of views on each action. In addition, the Global Lookout Panel identified the means for reducing the time between early alerts and timely action, and explored related moral and ethical aspects of the decision process. A normative scenario to the year 2050 encompasses three themes: technological, human development, and political economic policy. A technique for user interactive exploratory scenarios is also included. The special study on environmental security provides a better understanding of this emerging issue.

This issue presents the distillation of views of approximately 250 participants from around the world who have contributed their judgments about the state of the future. A total of 180 developments were identified and rated that could evolve over the foreseeable future to significantly improve the human condition. These were clustered into 15 global opportunities with suggested actions that might be useful in achieving the opportunities. The effectiveness of these actions was judged by policy makers and advisors.

Abstract The effects of early childhood education and care (ECEC) have been widely researched, but most studies focus on targeted or relatively short-term programmes. This paper investigates the long-term effects of a universal ECEC programme and underlying mechanisms. By exploiting differences in expansion rates of childcare institutions across Japan from the 1960s to the 1980s, I find a positive effect of ECEC on income at up to age 50. The overall effect is driven by a significant impact among women, who were disadvantaged at that time, while there are no adverse effects on others. Mediation analysis shows that an increase in wages leads to an increase in income, which is triggered by improved educational attainment and not an increase in labour supply. The results imply that a universal childcare system has the potential to reduce income inequality.

Abstract This paper contributes to the debate on institutions and economic development by assessing the relationship between landownership concentration and education. Using historical data at both the district and province levels in post-unification Italy from 1871 to 1921, I find evidence of an adverse effect of land inequality on literacy rates. Instrumental variable estimates using malaria pervasiveness as a source of exogenous variation rule out concerns regarding potential endogeneity. Exploration of the panel dimension of the data reveals that several shocks during this period affected the relationship between land inequality and literacy rates. In addition, this paper provides insights into the mechanism behind this relationship by analyzing the impact on intermediate outputs, such as enrollment rates in primary school, child-teacher ratio, school density, child labor, and municipality expenditures. Land inequality may have adversely affected literacy rates not only by influencing schooling supply through the political process but also through the private demand for education.

In this paper, it is claimed that the effective causality of long-term macroeconomic rhythms, most commonly referred to as long waves or Kondratieff waves, is founded in our biological realm. The observed patterns of regularity in human affairs, manifest as socioeconomic rhythms and recurrent phenomena, are constrained and codetermined y our natural human biological clocks, themselves the result of instructions impressed in the human genome and human cognitive capacity by the physical regularity of fixed cosmic cycles.
