In this article, we start by jointly examining the shortcomings contained in the substantial definitions of publicity commonly applied to the analysis of both public spaces (physical) and public spheres (political). We propose instead to consider publicity as a potential and publicization as a process, observable both in urban spaces and in the media. Building on John Dewey, we argue that when this process reaches its logical end, it determines and brings together a problem, a place, a sphere and a group of people that it makes public. It also leads to mechanisms of political action that constitute the ends of public space. Using the example of New Orleans post Katrina, we illustrate this process by discussing three obstacles that often stall or reverse publicization processes, which we believe deserve further study. Finally, we ground the values on which the process of publicization rests on the shared experience of trouble in potentially public spaces. This pragmatists approach opens the door to the study of publicization processes and public spaces beyond western cultures, and suggests an empirical way to deepen and reassess liberal conceptions of public space.

The article discusses the reasons and conditions for the rise and fall of the popularity of the public sphere concept in scholarly discourse in four parts. The first part examines the peculiar circumstances of the emergence of the concept of the public sphere, and its rapid and widespread adoption in the social sciences. The second part discusses the complexity of the concept “Öffentlichkeit” and its English proxy “the public sphere,” and the contemporary critique of its ideological predispositions. The third part focuses on the liberalization and (operational) banalization of the concept. The final part suggests ways in which social scientists could respond critically to the challenges outlined earlier and reintegrate publicness, the public, and the public sphere into the analysis.

The talk is of a new public value paradigm that is challenging the dominance of the new public management. In some quarters, however, public value is criticized as a reheated version of other public administration narratives. This article supplements the debate with an assessment of the ramifications of public value for institutional design in the public sector. It scans the literature for premises that might inform the structuring of public agencies. An institutional prescription is advanced and appraised. The article concludes that, while promising, public value's institutional project remains incomplete.

This article draws together conceptual threads from public space, public art and public pedagogy literature in order to 'deepen and widen the analytical and political edge' of artful forms of urban enquiry as discussed by Pinder International Journal of Urban and Regional Research 320), 730-736, (Pinder 2008, p. 233). The article argues that in order to transform, de-centre and decolonise spaces requires the same of urban theory. It questions whether urban research is always adequately adept at capturing every facet of cityness, in all its affective murkiness as reported by Simone (2010). This article therefore focuses on unpacking alternative and artful ways of unravelling the human, material and spatial entanglements typical in and of cities, and reflects on ways in which this knowledge can be used in the service of more radical, decolonised and transformative pedagogical projects. It frames this as a transformative, de-colonial project of becoming otherwise as: otherwise as change; otherwising as a processual becoming; otherwise as troubling; and other-wise as building wisdom about others and other ways of knowing.

Abstract Public health programs began as an attempt to fight infectious diseases that are difficult to address without collective action. But the concept and practice of public health has ballooned to encompass an expanding list of controversial public policy goals ranging from reducing obesity to raising self-esteem. As the list of controversial goals expands, support for “public health” measures contracts. I’ll briefly defend the view that we should define public health as the provision of health-related public goods. I’ll then show that being a health-related public good is not a sufficient condition for counting as a public health goal, since virtually any private good can be converted into a public good by government fiat. This is the conversion problem, which challenges the way we ordinarily think about public goods and public health.

This paper is aimed at explaining the role of public accountability in promoting public trust in public organizations. Initially a conceptual model was developed. Then, the model was tested empirically in Iran. The result shows that public accountability influences the public trust by improving citizens’ satisfaction. In other words, legal, ethical, financial, functional, and utmost political accountability affect public trust through influencing citizens’ satisfaction. This study also confirms that changes in social trust, citizens’ trust in government, and media will moderate trust in public organizations.

Purpose - The purpose of this paper is to extend the New Public Financial Management concept and the contingency model approach to an analysis of the determinants of the accrual-based International Public Sector Accounting Standards (IPSAS) adoption process as a financial management reform in Sri Lanka, a developing country in Asia. Design/methodology/approach - Based on the prior literature, this paper develops a framework to highlight the importance of accrual based reforms in public sector accounting policies to enable better transparency and accountability. It shows the extent to which Sri Lankan public sector institutions have adopted IPSAS-based accounting standards and the limitations of adopting these standards in a developing country, using documentary analysis. Findings - In developing countries, the public sector faces practical problems when adopting reforms due to limited institutional capacity, high political involvement and bureaucracy in decision making. This paper concludes that significant policy changes towards the adoption of international accounting standards have gained momentum over the last decade in Sri Lanka while the much larger economies in Asia are still studying this process. However, the prevailing political uncertainty in Sri Lanka has negatively impacted the implementation process. Originality/value - Relatively little is known about the diffusion of, and the difficulties in, implementing accrual-based IPSAS in the Asian region. This paper is an attempt to fill this gap by exploring the Sri Lankan experience. This could be applied by other developing countries in Asia, including the high-growth nations, for policy adoption and accounting harmonisation.
