In addition, licensing issues and challenges are discussed, and attention is drawn to the ways in which the practice of licensing shapes the library and information science (LIS) profession.

Almost all software, open or closed, builds on open source software and therefore needs to comply with the license obligations of the open source code. Not knowing which licenses to comply with poses a legal danger to anyone using open source software. This article investigates the extent of inconsistencies between licenses declared by an open source project at the top level of the repository and the licenses found in the code. We analyzed a sample of 1,000 open source GitHub repositories. We find that about half of the repositories did not fully declare all licenses found in the code. Of these, approximately 10% represented a permissive vs. copyleft license mismatch. Furthermore, existing tools cannot fully identify licences. We conclude that users of open source code should not just look at the declared licenses of the open source code they intend to use, but rather examine the software to understand its actual licenses.

This presentation reviewed the standard model licenses that are available, including models such as LicensingModels.org and LibLicense, plus institution-specific licenses available online. The licenses' strengths and weaknesses as templates were discussed. Best practices for creating a license template at one's own institution were modeled, with standard language that one can use in negotiation. Problems and gaps in model licenses were raised, including formats or kinds of purchases that require new language that has not yet been standardized (such as e-books and streaming media). Suggestions for developing a new model license through community action were discussed.

The history of licensing for the electronic resources that are utilized by academic libraries, though short, has been extremely complex. This history has moved from the humble beginnings of simple single-user or single-workstation CD-ROM licenses to the complicated consortial licenses of today that cover hundreds of journals, potentially for several campuses. This paper examines how licenses moved away from the early days and reviews how the mechanics of, and expectations for, these licenses have evolved over time, both from the perspective of libraries and of vendors.

It was designed for computational efficiency and with a strong focus on real-time applications. And also can take advantage of multi-core processing. Adopted all around the world, OpenCV has more than 47 thousand people of user community and estimated number of downloads exceeding 6 million. OpenCV has been used in many applications, products, and research efforts. For example, these applications include stitching images together in satellite and web maps, image scan alignment, medical image noise reduction, object analysis, security and intrusion detection systems, automatic monitoring and safety systems, manufacturing inspection systems, camera calibration, military applications, vision system in the robot, and unmanned aerial, ground, and underwater vehicles.

This acceleration can be attributed to the rapid development of information technology and the rise in cost and quantity of electronic information resources. While traditional print practice of ownership is through purchase, electronic resources are licensed through network services. It is to provide users better access to more information, that academic libraries turned to consortia to deal with licensing.
