In November 2008, the Welsh Regional Assembly published Codes of Practice for cats, dogs and equines, the first such codes for companion animals produced in Britain. Under the UK Animal Welfare Act 2006 there is a legal duty for owners and keepers to take reasonable steps to ensure their animal's welfare needs are met and these codes seek to give practical advice and legal guidance on how to achieve this.

Animal welfare means how an animal is coping with the conditions in which it lives. There is a great variation in implementation of animal welfare between the developed and developing countries. The animal welfare problems in developing countries, specifically in Africa, are severe, widespread and vary from country to country in all domestic and wild animals due to sociopolitical, economic, cultural and religious backgrounds of each country, as well as previous colonization influence whether it has animal protection legislation and whether these laws are enforced. As any African countries, Ethiopia has not formulated regular ways of awareness creation to the public and is not endorsed to the community what the minimal animal welfare standards to be esteemed. Though several factors have impeded the status of welfare in animals, there is a growing number of new laws and regulations in different developing countries and also seen to be a prerequisite to enhancing business efficiency and food security. In light of current status, developing countries should adopt rules and regulation; create awareness and educate the public and conduct detailed research on animal welfare issues to enhance and brighten the future.

The monitoring and assessment of animals is important for their health and welfare. The appropriate selection of multiple, validated, and feasible welfare assessment indicators is required to effectively identify compromises or improvements in animal welfare. Animal welfare indicators available can be animal based or resource based and collated together to form various assessment tools. The literature contains a wide variety of indicators; however, there is yet to be an ideal constellation of indicators for animal-based welfare assessment in small mammals. A systematic review was performed to identify and outline common animal-based indicators for animal welfare assessment in small mammals, specifically guinea pigs (Cavia Porcellus), mice (Mus musculus), rabbits (Oryctolagus cuniculus), and rats (Rattus norvegicus). This review aims to provide the basis for further research into animal welfare indicators for these species and their application to improve animal welfare assessment, management, and strategies.

Animal welfare is a subject of increasing interest to society, and the veterinary medical profession has an opportunity—anda duty—to provide leadership and expertise. This commentarypresents the view of two veterinary students at the LouisianaState University School of Veterinary Medicine and the Universityof Missouri College of Veterinary Medicine on the current stateof animal-welfare education in American veterinary colleges. In our experience, animal welfare and its related disciplinesare underemphasized in current American professional curricula. We present a case for why animal welfare must be a cardinalsubject of instruction in veterinary colleges, detail the essentialcomponents of sufficient animal-welfare education, and discussspecific methods for integrating animal welfare into the currentcurricula. We strongly encourage veterinary colleges to identifyanimal-welfare education as a priority and to work toward increasinginstruction and educational resources in this critical topicarea.收起

Shelter dogs typically undergo preadoption assessment for suitability as companions. Dogs who pass are available for adoption. Available resources determine whether dogs who fail are euthanized or rehabilitated. Accurate assessment of shelter-dog behavior is imperative to protect community welfare and dogs in the shelter system and to ensure potentially dangerous dogs are not rehomed and suitable companions not wrongly euthanized. This study reviewed a sample of Australian nonhuman animal shelters assessment protocols to determine adoption suitability. The study observed more than 50 assessments in 8 shelters, collected materials relating to the observed assessments, and interviewed 26 shelter workers who assess dogs. The results showed that Australian shelters use a variety of protocols to assess adoptability. Although shelters do their best to ensure meaningful results, assessments developed in-house predominate and lack standardization in content and methodology; none have been adequately evaluated in the peer-reviewed literature. This does not necessarily mean invalid or inappropriate assessments; rather, it indicates the need for behavioral scientists to assist in developing standardized and scientifically validated protocols for assessing shelter dogs' behavior and adoption suitability.

This paper examines how different ethical positions view various types of animal advocacy campaigns concerning a product made using animals as an input. The ethical positions represent common company, society, and animal advocate viewpoints. We adopt an industrial economics approach, modelling a market with a monopolistic supplier and subject to consumer-oriented, technological, collaborative, and direct action campaigns. We determine whether the ethical positions support or oppose each campaign, and in what conditions. We find that animal welfare and rights goals are simultaneously satisfied by three campaigns: negotiation, targeted direct action, and awareness raising that condemns low welfare standards. Various studies have assessed animal welfare by analysing how behaviour is affected by environmental and human-related factors. Nevertheless, the combined effects of these factors are poorly researched. This study assessed for the first time the integrated impact of environmental conditions and visitor and caregiver presence on the behaviour of a pair of zoo-housed Asian small-clawed otters. We collected data across 14 sampling days from July to September 2020. We video-recorded the otters’ behaviours using continuous focal animal sampling (42 h of observation/subject). We found that the otters only performed species-specific behaviours and mainly experienced positive welfare states. However, they dedicated less time to locomotion, food-related and affiliative behaviours, and engaged more in vigilance compared to previous studies carried out in captive settings. Interactions between the otters and visitors/caregivers were limited and mostly associated with neutral or positive behavioural responses. Visitor presence and background noise did not affect behaviour. Time of day and animal identity influenced locomotion, vigilance, time spent out of sight, juggling, and visitor–otter interactions. Our results provided meaningful information to improve husbandry practices and highlighted the need to conduct multivariate analysis to better assess the welfare of animals under human care.

Animal welfare science and ecology are both generally concerned with the lives of animals, however they differ in their objectives and scope; the former studies the welfare of animals considered 'domestic' and under the domain of humans, while the latter studies wild animals with respect to ecological processes. Each of these approaches addresses certain aspects of the lives of animals living in the world though neither, we argue, tells us important information about the welfare of wild animals. This paper argues for the development of a new scientific discipline 'welfare biology' to address these issues and more, given the deficiencies of pre-existing life science disciplines to research the subject. Welfare biology is the study of the welfare of all living beings who have a welfare, with a value orientation toward promoting that welfare, regardless of the beings' situation or relationship to humans and our activities.

Concerns over elephant welfare in UK zoos have implications for their future in captivity. To monitor improvements made to elephant welfare in UK zoos, non-invasive, valid and reliable indicators of welfare are needed. Using a rapid review strategy and critical appraisal tool, we aimed to appraise evidence from peer-reviewed literature on potential welfare indicators for captive elephants. Scopus, Web of Knowledge and Ovid were searched in January 2014 using terms relevant to captive elephants and welfare assessment. Inclusion and exclusion criteria were applied and remaining articles were critically appraised against a specially designed welfare indicator appraisal tool. Thirty-seven unique indicators of welfare were extracted from 30 peer-reviewed papers which met the inclusion criteria. Behavioural measures of welfare (n = 21) were more common than either physical (n = 11) or physiological (n = 5) measures. Stereotypies were the most frequently used behavioural measure, glucocorticoids were the most frequently used physiological measure and body condition scores were the most frequently used physical measure. There was most support for the following indicators o improved welfare state: reduced stereotypies, reduced glucocorticoids and improved body condition scores. Additional measures which require further validation but had strong associations with the most supported measures, and thus have potential use in welfare assessment, were: increased lying rest and positive social interactions. Further validation of the described measures is needed, but this information forms a crucial part of the knowledge required to efficiently monitor and improve the welfare of elephants in captivity.
