Local governments have rights to distortion land price, and lease the land in v... 展开 The reformation of system of tax distribution has changed the competition behaviors of the local government, which lead to greatly fierce competition. Local governments have rights to distortion land price, and lease the land in very low price for competing capital resources. However, is there any policy spillover effect in the policy of land leasing in very low price? This thesis carries out positive analysis in GMM model, based on allocated leasing and protocol leasing. Data are collected from Chinese provincial level from 1999 to 2007, proving some competition behavior of the local governments in the view of micro level. There are three conclusions: it has confirmed that evident interactive act of space policy in the land leasing policy of different areas, which makes effect of calendar spreading, which has an obvious path dependence in land leasing policy in different areas; Allocated leasing mainly contains competition of the quantity of land leasing, while protocol leasing mainly contains competition of the area of land leasing. Local governments have more interactive act in the land leasing policy in three economic areas, and the competition of land leasing is much fiercer in east China areas. Integrated with practice, the thesis point out farmland-reducing should be explained by the space spillovers of the land leasing policy in different areas. 收起
