It examines the objective of the Strategic Plan for Rural Development for the period 2007-13 in the context of the National Framework for Rural Development. Each EU member state has been required to produce such a framework plan under the new regulations for the EU Structural Funds Programmes 2007-13. Details are given of the structural convergence funding that is available for each province/autonomous region and for the Spanish Network for Rural Development, by objective/initiative. The 4 objectives are: increasing the competitiveness of agriculture and silviculture; improving the environment in general and the rural environment in particular; improving and diversifying the quality of life in rural areas; and using the EU's LEADER methodology/approach to territorial rural development (LEADER is designed to help rural actors consider the long-term potential of their local region in support of rural development, and originally stood for 'Liaison Entre les Actions de Development Rural' ('Links between actions of rural development'); it represents a method of mobilizing and delivering rural development in local communities, rather than a fixed set of measures to be implemented).
