摘要: The Missile Defense Act of 1991 (contained in the National Defense AuthorizationAct for Fiscal Years 1992 and 1993) established two fundamental goals with respect to missile defenses: (1) Deploy an ABM system capable of providing ... 展开 The Missile Defense Act of 1991 (contained in the National Defense AuthorizationAct for Fiscal Years 1992 and 1993) established two fundamental goals with respect to missile defenses: (1) Deploy an ABM system capable of providing a highly effective defense of the U.S. against limited attacks of ballistic missiles; and (2) provide highly effective theater missile defenses (TMD) for U.S. expeditionary forces, friends, and allies. The Congress directed the Department of Defense to provide a deployment plan indicating how it would achieve these objectives. In response, the Department's plan to meet these goals for natiqnal and theater ballistic missile defenses was forwarded to Congress on July 2, 1992, with an accompanying letter from the Secretary indicating his direction to the Department that this plan be implemented as a top national priority, consistent with prudent management of cost, schedule, performance and technical risk factors. The FY 1993 National Defense Authorization Act reaffirmed Congressional support for the Missile Defense Act of 1991, while the FY 1993 National Defense Authorization Conference Report mdicated Congressional support for the Department's acquisition strategy. The SDIO is pursuing this approved event driven plan to meet Congressional requirements for highly effective theater and national ballistic missile defenses, modified, in the latter case for the Limited Defense System (LDS), to reflect the impact of the substantially reduced FY 1993 appropriations. 收起
