Given its effectiveness for valuing transportation investment alternatives, full-cost analysis represents a critical element in multimodal transportation investment planning. In terms of implementation, the findings in this report suggest that full-cost analysis is capable of enhancing TxDOT's qualitative assessments and planning/engineering judgement. Thus, the implementation recommendation is the application of MODECOST as a way of analyzing the full costs of urban transportation improvement alternatives in Texas. 收起
