The expansion over the last two decades is particularly significant in two respects. First, international legal rules permeate a wide range of regulatory matters, including those that were reserved primarily, if not exclusively, to State sovereignty. Such development inevitably creates overlaps between international legal rules in different fields and between international and domestic legal rules. Disputes frequently arise out of these overlaps. For example, a dispute that is brought claiming that a State's health regulation on tobacco products violates trade and investment treaty obligations by undermining the rights and interests of tobacco producers involves both an overlap between international economic law and international health law and an overlap between international treaty rules and domestic health regulations (pp. 166-72,239-43). 收起
